U.S. Coast Guard Training Specialist, GS-1712-11 in Yorktown, Virginia

Summary This position is located within the Department of Homeland Security (DHS), U.S. Coast Guard, Training Center Yorktown, Training Division, Prevention Branch, Marine Transportation Management School, in Yorktown, VA. Responsibilities The incumbent serves as the primary subject instructor for the Explosive Handling Supervisor Course and as a training specialist for the Explosive Handling Supervisor (EHS) program. Responsible for analyzing, designing, developing, implementing, and evaluating the EHS course to ensure it aligns with the FORCECOM Training System, and USCG policy. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: -Serving as the primary coordinator, evaluator, troubleshooter, and technical consultant to personnel with TRACEN and the Coast Guard. -Serving as an instructor and developing content and teaching material at the entry, intermediate, and advance levels on topics that support EHS, as well as other courses with the Marine Transportation Systems Management School. -Supporting the analysis, design, development, and production of curriculum materials, including course outlines, guidelines, lesson plans, test, and group exercises case studies and handouts. -Evaluating risks for protecting personnel and property from the consequences of munitions, explosives, and energetic materials and identifying, eliminating, or reducing hazards to mitigate risks. -Ensuring that curricula are constantly updated to reflect changes in standards and practices using professional contacts, correspondence, available literature, visits to other units, seminars, independent study and other forms of aggressive research. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service. This position requires occasional travel. Valid Driver's License required. This position requires a National Agency Check with Inquiries (NACI). All qualification requirements must be met by the closing date of the announcement. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications GS-11 grade level: Applicants must possess one year of specialized experience equivalent to at least the GS-09 in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work and demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience includes providing instructions/teaching the required courses on the safe handling of explosive/hazardous materials following the laws, regulations, and guidelines. OR OR at least one of the following if using education to qualify at this grade level: (A) a Ph.D. or equivalent doctoral degree; OR (B) 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. (C) A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level. Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have a positive education requirement.
