Summary The ASD/PA is the principal staff assistant and advisor to the Secretary of Defense on DoD public affairs. The ASD/PA is responsible for establishing and implementing policies and systems necessary for the effective and economical performance of the DoD public affairs mission, which includes the Office of the Secretary of Defense (OSD), Defense agencies, the military services, the Joint Staff and the combatant commands. Responsibilities As a Supply Management Officer you will be responsible for the following duties: Responsible for the management of the organizational property accounts, in support of all missions relating to the use and up-keep of all plant equipment, facilities and real property and act as alternate Management Internal Control Program (MICP) to support the primary MICP officer. Oversees property book operations in the areas of inventory management, storage management, equipment coordination, and disposition procedures. Formulates and implements plans, organizes and oversees the activities of property book management. Maintains property book accountability utilizing the Defense Property Accountability system (D PAS), an automated system and related computer programs to account for property Establishes hand receipt files and maintains accountability by the use of custodial listings as generated by DPAS. Reviews, analyzes, approves or disapproves all transactions pertaining to the authorization, requirement, issues, and accountability of equipment in accordance with prescribed directives. Schedules and directs the conduct of periodic inspections, inventories and change of custodian accounts. Applies and establishes changes to technical guidance and provides advice on proper procedure in response to DoD supply directives, regulations, manuals, supplements and the Federal Acquisition Regulation (FAR). Specialized experience required for this position is: Overseeing, property book operations such as inventory management, storage management, equipment coordination, and disposition procedures utilizing the Defense Property Accountability System (DPAS) Conducting initial Investigation and makes recommendations regarding contractor liability on all cases of loss, damage, or destruction of government property utilizing Financial Liability Investigation of Property Loss (FLIPL) Establishing hand receipt files and maintains accountability utilizing the Defense Property Accountability System (DPAS) Specifically you will be evaluated on the following competencies: Contracting and Acquisition Customer Service (Clerical/Technical) Oral and Written Communication Property Accountability INFORMATION FOR OVERSEAS: - Overseas tour of duty for is projected to be 36 months. - You may be required sign a Transportation Agreement. - Incumbent may be subject to the 5-year foreign area limitation according to the DoDI 1400.25-V1230, dated 26 July2012. - Applicants who are currently stationed overseas, must have enough time to meet the initial tour stated above. Applicants who have returned from an overseas tour, and have not been physically present in the United States (CONUS) or Non foreign area for 2 continuous years, may require a waiver. NOTE: If you have not completed 5 years overseas and return to a CONUS assignment, that time spent overseas counts towards the 5 year limitation, unless you have been in the States for at least 2 continuous years. . - Medical Care: Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location. - Applicants hired from the Continental United States (CONUS) and their family members (who are US citizens) are required to obtain Official Passports prior to departure to the overseas area. - May be subjected to a variety of environmental conditions typical of the overseas areas in which traveling, to include the potential for exposure to acts of terrorism. - Payment for travel and transportation expenses may be authorized. This includes government paid travel transportation, shipment and temporary storage of household goods, and possibly other entitlements based upon the JTR and agency policy. You may be required to sign a transportation agreement.
