The primary purpose of this position is to perform facility project management relating to the concept design, planning, programming, finished design, and construction of all 445th Airlift Wing, and 655th Intelligence Surveillance and Reconnaissance Wing facilities. Responsibilities Serves as Facility Operations Specialist in the 445th Civil Engineer Squadron at Wright-Patterson Air Force Base, OH. Provides facility planning support to/for buildings, structures, architectural and environmental components, utility systems, roadways, land development, and equipment/tools/vehicles which directly and/or indirectly support the missions(s) and operation of the 445th Airlift Wing and 655th Intelligence Surveillance and Reconnaissance Wing. Plans and coordinates civil engineering and maintenance support of 445th AW/655th ISRW activities. Reviews and administers commercial contracts to ensure cost effectiveness, and accomplishment of the missions in a timely manner. Directs complex studies, utilizing various technical consultants and engineering professionals. Plans and administers various contracts to operate, maintain, and upgrade 445th AW facilities. Contracts include, but are not limited to, facility engineering maintenance, heating, ventilation and air conditioning, asbestos/lead abatement, refuse/recycling, elevators, automatic doors and chair lifts, grounds maintenance, utility systems, furniture, etc. Facility operating systems are highly sophisticated, state-of-the-art systems that require specialized expertise to operate and maintain. Provides guidance and expertise with projects involving hazardous materials as it relates to buildings, ground, and utilities. Serves as primary technical resource; performs audits to ensure environmental/safety compliance for facilities-related construction/repair projects, and provides guidance and direction on environmental and safety issues arising from projects. Conducts site surveys to facilitate all 445th AW activities and missions, and prepares and submits required technical plans for the maintenance (repair, construction, upgrades, etc.) of the 445th AW facilities, structures, utilities, and land development. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a comprehensive range of principles, concepts, and practices concerning facilities and equipment operations and maintenance with highly complicated technical requirements that do not have a clear precedent such as those at a specialized research and testing facility with laboratory and remote sites, e.g., blast range and fire pit, with varied functions requiring different operational procedures to inspect facilities, evaluate use patterns, and identify maintenance or restoration requirements; and analyze facility and equipment requirements against technical program facility needs. Knowledge of federal budgeting principles, concepts, and practices to prepare budget requirements submissions for operation, maintenance, repair, new construction, alteration projects, replacement of equipment, supplies, or increase in services. Knowledge of chemical waste management and other hazardous materials sufficient to advise on, train, and enforce DOD, AF, Federal, state, and local regulations as they apply to government facilities. Knowledge of fire protection and electrical codes and standards, fire protection concepts, containment and smoke removal, automatic sprinkler systems, water supply sources, fire evacuation, and shelter operations. Knowledge of a variety of federal logistics concepts, principles, practices, procedures, and regulations applicable to logistics management including the organization and functions of activities involved in providing logistical support and equipment management, warehousing, and logistics. Knowledge of safety and security practices for government facilities organizations; Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a comprehensive range of principles, concepts, and practices concerning complex technical requirements for facilities and equipment. 2. Ability to serve as an expert on technical problems in buildings operations. 3. Ability to solve new, or unusual, technical problems. 4. Skill to determine deficiencies and prepare complete documentation for new construction or repair and alteration projects. 5. Knowledge of fire, safety, and resource protection regulations and standards. 6. Knowledge of fund streams, and how to initiate work or project requirements to effect maintenance, repair, or construction of the facility. 7. Knowledge of contracting procedures and requirements sufficient to modify contracts and evaluate contractor performance. 8. Ability to read and interpret paper- or computer-based engineering drawings and schematic diagrams, and to use automated systems to retrieve, maintain and update documents and records. 9. Skill at personal contacts with professional persons (architects and engineers). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
