Air Force Materiel Command EQUAL EMPLOYMENT SPECIALIST - DIRECT HIRE AUTHORITY in Wright-Patterson AFB, Ohio

Summary The primary purpose of this position is to serve as an installation Equal Employment Specialist with the responsibility of supporting the execution of an integrated military equal opportunity (MEO) and civilian equal employment opportunity (EEO) program under the equal opportunity (EO) program office. Responsibilities Serves as an EO subject matter expert, advisor, and practitioner to the installation EO program on matters related to military equal opportunity (MEO) and civilian equal employment opportunity (EEO). Interprets, advises on, implements, and effectively communicates MEO and EEO statutory, regulatory, and policy requirements. Promotes an environment in which personnel are empowered to participate in and contribute to effective mission accomplishment. Executes the installation EO program in accordance with MEO and EEO statutory, regulatory, and policy requirements while ensuring that Airmen and Guardians (military and civilian) and other eligible individuals (where applicable) receive prompt, fair, and impartial services in processing and resolving MEO and EEO complaints, and providing assistance through mediation, facilitation, and other resolution dispute techniques through NDR process, as appropriate. Conducts training, human relations education, and outreach on EO and command climate related matters and helps ensure that the Total Force is equipped with knowledge about and have access to available EO resources. Instructs EO related content at first duty station training, newcomer's orientations, human relations education classes, and other EO related training, education, and awareness activities prescribed in DoD/DAF policies. Builds and maintains collaborative working relationships; advises and liaises with key stakeholders; and represents the EO office at official functions (e.g., meetings, conferences, community events, etc.) on EO related matters. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is described as: applying comprehensive and thorough knowledge of laws, regulations, executive orders, court decisions, and issues related to equal employment opportunity programs and skill to apply this knowledge to a variety of difficult and complex work assignments; Knowledge of identifying equal employment opportunity problems and developing concrete action plans to solve these problems to advise managers on appropriate courses of action to eliminate barriers to equal employment opportunity. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of EO (MEO and EEO) concepts; principles; practices; and requirements based on laws, regulations, executive orders, and DoD, DAF, and MAJCOM policies, processes, and procedures. 2. Knowledge of EEOC, DoD, and DAF organizational structure and functions, including the nature of their missions, goals, objectives, and priorities; and the composition of the relevant Total Force workforce eligible for EO services. 3. Knowledge of human relations behaviors, organizational and command climate, and other related EO issues that may positively or adversely affect morale and mission readiness of installation personnel and strategies to address or communicate to leadership to resolve identified issues. 4. Skill in advising and counseling on the EO (MEO and EEO) program, program compliance, and requiring the interpretation and explanation of laws, regulations, policies, procedures, and practices. 5. Ability to effectively and timely process complaints and NDR using effective fact finding, analytical, and evaluation methods to accurately assess information, make sound decisions, and communicate outcomes while remaining impartial and professional at all times. 6. Ability to effectively, efficiently, timely, non-judgmentally, establish working relationships with and appropriately communicate orally and in writing sensitive, difficult, controversial, and complex EO matters with commander(s), managers, employees, stakeholders, and installation population, as appropriate. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
