The primary purpose of this position is to oversee, manage, coordinate, and facilitate environmental, occupational, health, hazardous materials, and safety processes, compliance, and training for the Air Force Institute of Technology (AFIT). To serve as the Hazardous Materials Pharmacy (HAZMART) Manager and environmental compliance specialist. Responsibilities Plans, programs, and administers the Environmental and Occupational Health Initiatives and Hazardous Material Management Program for AFIT in compliance with federal, state, and Air Force regulations. Manages and coordinates Solid Waste, Qualified Recycling, Infectious Waste and Green procurement programs that typically involve unusually complex and sensitive projects. AFIT HAZMART Manager. Develops, evaluates, and conducts Hazardous Materials, Environmental, and Occupational Health training and management processes for AFIT personnel. Manages the Graduate School of Engineering and Management's laboratory safety plan. Performs Quality Assurance Personnel (QAP) duties for assigned research related or environmental, safety and occupational health (ESOH) contracts. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Planning, administering and directing all in-house pollution prevention and waste reduction programs; Coordinating issues pertaining to environmental compliance with all assigned environmental programs with officials in higher echelons and federal, state, and local regulatory agencies; Developing and implementing corrective actions as needed to ensure compliance with policies and guidelines; Developing and implementing appropriate chemical hygiene policies and practices including preparation and maintenance of chemical hygiene plans; Applying knowledge of environmental and hazardous materials regulations to provide technical support, advisory and inspection consulting and reviewing services to identify environmental and hazardous material compliance required by the organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of chemical hazards, biological hazards, poisons, toxins, carcinogens, and corrosives sufficient to handle the materials, determine their potential for personal injury or property damage, and to implement precautionary measures. 2. Knowledge of federal, state, Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), and Department of Defense (DoD) directives, Air Force (AF) regulations, Air Education and Training Command (AETC) regulations, and other governmental agencies regulatory requirements applicable to the procurement, handling, storage, and disposal of hazardous materials. 3. Knowledge of storage facilities, hazard classification, site plans, compatibility, and other aspects associated with proper storage, use, and disposal of hazardous materials. 4. Ability to apply pollution prevention, chemical safety, and occupational health concepts, technologies, and procedures to assess the potential hazards of AFIT's research programs on issues such as public safety, environmental impact, and ecological interests and the capacity to adapt practices from relevant fields where guidance is lacking. 5. Knowledge of project management to include contractor performance, quality assurance, quality control, cost, scope and schedule of projects and programs. 6. Ability to communicate orally and in writing, provide training, and competency with word processing and database development and management tools. 7. Skill to provide staff advisory, planning, and reviewing services and make recommendations on specific problems within assigned project and program areas. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
