The primary purpose of this position, Associate Dean Civil Engineer School, GS-1701-15, is to serve as the Associate Dean for The Civil Engineer School, Air Force Institute of Technology. Incumbent exercises full supervisory and managerial authorities. Responsibilities - Plan, organize, and direct the activities of the Air Force Institute of Technology, ensuring that The Civil Engineering School complies with legal and regulatory requirements and meets customer needs. - Lead people. Exercise supervisory personnel management responsibilities. - Improve the unit. The incumbent is responsible to the faculty, Dean and Chancellor for effective leadership in the development and operation of the school's academic programs and direction of the school's management and support structure. - Educate the force. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. ONLY EXPERIENCE OBTAINED BY THE CLOSING DATE OF THIS ANNOUNCEMENT WILL BE CONSIDERED. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A bachelor's or higher degree from an accredited college or university that included or was supplemented by major study in education or in a subject matter field appropriate to the position (Engineering, Environmental or Architecture). OR COMBINATION OF EXPERIENCE AND EDUCATION: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position (Engineering, Environmental or Architecture), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-14) level or equivalent (grade level, pay schedule, pay band, etc.) and is described in detail in their resume. Specialized experience is described as experience in engineering education and leadership in civil engineer missions or public works missions; teaching engineer principals and processes; administration of an engineer academic program which includes various engineer specialties such as: environmental, architecture, and construction management; and serving in a leadership capacity responsible for civil engineer or public works responsibilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. A mastery of engineering, environmental, management functions, processes, and techniques. 2. Expert knowledge of the educational processes and ability to direct the development of curriculum to meet customers' requirements. Must demonstrate initiative and originality in formulating educational policies and procedures where none exist. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the faculty and staff of the organization through subordinate department heads. 4. Ability to analyze, plan, and adjust work operations of one or more of the school's organization segments to meet program requirements and objectives within available resources. 5. Ability to communicate both orally and in writing. ADDITIONAL INFORMATION: 1. An earned master's degree or Doctorate degree in civil engineering, electrical engineering, mechanical engineering, environmental engineering, architectural engineering, architecture, engineering management, environmental management, construction management, or an equivalent field related to the Air Force Civil Engineering career field is desirable. 2. Desired applicant will have outstanding academic and managerial experience and competence, be a recognized leader in the civil engineer management field and have the ability to judge Air Force, Department of Defense and national educational needs in relation to capabilities and limitations. Knowledge of safety and security regulations, practices, and procedures. 3. An active member of professional societies appropriate to area of expertise is highly desired. 4. Expertise in engineering principles demonstrated by registration as a professional engineer is desirable. 5. Prior experience teaching within the Air Force or DOD, and previous attendance at Academic Instructor School is desirable. 6. Intimate knowledge of base civil engineering mission and management and/or Air Force civil engineering education mission, demonstrated by prior experience as a base civil engineer, deputy base civil engineer, engineering flight chief, civil engineer squadron commander, and/or a faculty member responsible for providing education to the Air Force Civil Engineering enterprise is desirable. 7. PHYSICAL EFFORT: Work is generally performed in an office setting. A moderate amount of walking and standing is required when attending meetings and conferences, and in visiting other offices and buildings. WORKING CONDITIONS: Most work is performed in a properly heated and ventilated, air conditioned, and well-lighted office setting. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
