This opportunity resides with Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR), a business group within HII’s Mission Technologies division. Who We Are
HII - Mission Technologies seeks a previously/currently trained/credentialed full-time Counterintelligence Team Lead for approximately 10-12 personnel who will help identify FIE threats to customer equities and recommend appropriate responses for the Director of the Division of Strategic Information (DSI) in the Center for Medicare and Medicaid Services (CMS) effort. This individual will work full-time on-site in Woodlawn, Maryland, and may travel up to 10%. Potential to work 3 days on-site; and 2 days remotely. This CMS effort supports technology development, threat analysis, operations integration, training support, data analytics support, and technology transition assistance.
What You Will Do
Serves as a Counterintelligence Subject Matter Expert/Team Leader, identifying FIE threats to customer equities and recommends appropriate responses in a non-Title 50 (Non-IC) environment.
Develops and drafts policy, procedures, and processes to conduct an effective counterintelligence program in a non-Title 50 (Non-IC) environment.
Supervises and provides support in gathering, analysis, evaluation, and preparation of recommendations for program improvements, organizational process changes, optimization, development, and / or administration efforts for counterintelligence programs and analysis, foreign travel, and foreign national management programs.
Prepares, produces, disseminates, and conducts quality control over scheduled and unscheduled reports, summaries, and general intelligence products, including briefings, studies, estimates, and assessments.
Coordinates the sharing of information internally and externally to resolve counterintelligence, supply chain risk management, and insider threat concerns.
Represents the Directorate in working groups, committees, and external engagements as a substantive authority in counterintelligence.
Provides advice, recommendations, and oversight to counterintelligence preliminary inquiries, including debriefings, records checks, liaison, training, awareness and other briefings, and report writing.
What We Are Looking For
15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience.
Credentialed graduate of a federal or DoD Counterintelligence Special Agent-accrediting course
Experience and familiarity with intelligence community partners
Capable of briefing senior executive levels of the Department on sensitive matters for awareness or decision.
Capable of supervising a team of counterintelligence analysts and personnel conducting work in an on-site, remote, or hybrid mix; Ability to foster teamwork and interact professionally.
US Citizenship required
Clearance: Must possess and maintain a Top-Secret clearance with eligibility for Sensitive Compartmented Information (SCI), including willingness to take and pass a CI Polygraph from the CIA.
Ability to detect and assess anomalies occurrences for possible links to foreign intelligence activity, and tender recommended responses.
Proficiency using Microsoft Office suite of programs.
Preferred: Bonus Points For...
Completed bachelor’s degree or higher.
Overseas and/or offensive counterintelligence experience.
Graduate of the Advanced CI Operations, CI Investigations, and/or CI Collections courses, Joint Counterintelligence Training Academy.
Possess a TS/SCI with Poly.
