As the Air Quality and Waste Engineer at the Minnesota Pollution Control Agency (MPCA) in the Air Quality Permit Section, the position serves as the technical and policy lead for incineration and waste combustion facilities, as well as facilities using emerging technologies for waste management. This person is an expert in the regulations, emission calculation methods, control technologies, and equipment that apply to facilities that burn or incinerate waste. Specifically, they will be intimately familiar with the guidelines and standards that apply to waste management facilities including all waste combustion and incineration rules under Section 129 of the Clean Air Act, NESHAP, and NSPS, as well as state rules approved by EPA as meeting the emission guidelines. The incumbent is familiar with all the current and future waste combustion and incineration facilities in Minnesota. They will be aware of and assist with answering questions about AQ permits for any facilities using emerging technologies for waste management. They will provide technical assistance on issues relevant to these facility types to the section, the agency, and outside parties. This includes providing technical reviews of engineering products associated with permits and enforcement cases for relevant AQ facilities to ensure compliance with permit requirements and state and federal regulations. The incumbent interprets existing program policies and assists in the development of new policies. Additionally, the incumbent will independently manage permit issuances for assigned AQ facilities. This work includes development and coordination of permitting project schedules, determination of appropriate permit requirements, technical evaluation of proposals, drafting permits and associated documents, communication with Permittees and interested parties, and development of presentations necessary for the successful processing of permit applications.

Minimum Qualifications

Bachelor's degree in Engineering with a Professional Engineer license AND three years of environmental engineering experience at the Senior Engineer, Senior Engineer Specialist or Graduate Engineer 2 level (experience must include at least one year at the Senior Engineer level).

Basic computer skills to include proficiency in Microsoft Word and familiarity with Excel and PowerPoint.

Knowledge of principles and practices of air pollution control or waste management engineering.

Knowledge of industrial processes for regulated facilities.

Ability to understand federal and state regulatory frameworks and their applicability to air quality permits.

Project management skills to guide and direct a number of complex projects while supporting staff and problem solving laterally and vertically to determine appropriate actions.

Technical and administrative writing skills, including Business English, grammar, and spelling necessary to organize and effectively present ideas to the intended audience and to review and critique staff work products.

Possess a valid Driver's license (see additional requirements).

Preferred Qualifications

Experience with engineering principles, design, and technologies associated with waste management facilities.

Familiarity developing regulatory policies, rules, and goals.

Familiarity with state and federal air permitting rules and regulations that apply to waste management facilities.

Experience with federal, state, or other regulatory environmental permitting processes and procedures.

Effective communication and human relations skills sufficient to build and maintain constructive relationships with external and internal parties.

Physical Requirements

Some infrequent lifting of equipment and working out in the field in adverse weather conditions. Ability to conduct site visits at facilities which may involve climbing and/or stepping over obstacles and inspecting construction sites

Walking is required when conducting site inspections at all solid waste facilities, and specifically on uneven terrain and uphill when conducting site inspections at landfills.

Additional Requirements

A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check. Requires a Class D driver´s License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver’s license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
