Summary The Lead Medical Technician position is located in the Phlebotomy/Specimen/Processing section of Orlando VAMC Clinical Laboratory, providing inpatient and outpatient services including 4 Community Based Clinics laboratory specimen collection sites. The selectee performs work in a clinical laboratory providing a range of critical laboratory support duties including patient sample processing, reference laboratory specimen processing, creating manifests, shipping and troubleshooting issues. Responsibilities Duties include, but are not be limited to: Lead Duties: Assigns and adjusts work assignments to balance the workload among employees and assure timely accomplishment of the assigned workload and monitors productivity. Monitors workflow and make day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as patient call backs and specimen recollections or rejections. Monitors patient waiting times. Estimate and report on expected time of completion of work, and maintain records of patient call backs, customer service issues and problem occurrence reports. Instructs medical technicians in specific tasks and job techniques and insure current and new employees are competent in performing phlebotomy procedures, and specimen collection and processing. Provides written instructions, reference materials and supplies as needed. Assists the Supervisor in updating phlebotomy and specimen collection policies and procedures. Provides on the job training to new employees in accordance with established procedures and practices. Solves technical specimen problems and discrepancies and obtain needed information or decisions from supervisor on problems that come up Reviews problem correction reports for specimens received or collected that did not meet established standards, including transport and storage temperature requirements. Reports statistics required for process improvement activities and contract surveillance. Resolves simple, informal complaints of employees and refer others to supervisor; Assists the Supervisor in personnel matters such as leave schedules, weekly work schedules, timekeeping and attendance certification; Reports progress and training needs, performance, and behavior problems. Participates in job interviews and selection of applicants for vacant positions. Ensures compliance with the College of American Pathologists (CAP) and The Joint Commission (TJC) standards. Laboratory Duties: Compiles quality measures in the clinical laboratory including lab turnaround times, critical values, and specimen rejection reports for the quality improvement scorecard. Oversees ordering, managing supplies, for phlebotomy and specimen processing sections of the clinical lab. - CPRC and Equipment committee- participates as a representative and requests quote from vendor, as needed, and uploads all required information into the data base. Serves as a Medical Technician Phlebotomist in the Clinical Laboratory with responsibility for performing all specimen logins, production and distribution of all work lists and specimens, and successful phlebotomy of all veteran inpatient and outpatients requiring blood work to be done. Phlebotomizes patients, using aseptic venipuncture, on the inpatient wards and in the phlebotomy outpatient clinic, always assessing the patient's status relative to his/her age specific needs, checking patient identification, and selecting the appropriate tubes for the test required. Completes all required paperwork necessary for specific testing requested, i. e., transfusion requests, checking that necessary consent forms are completed. Performs waived testing, proficiency surveys, and documents quality assurance activities related to test performance. Utilizes VISTA computer to acknowledge specimen receipt and orders and accessions all specimens correctly. - Can take emergency care procedures in the event a patient may undergo a reaction to blood collection procedures, e.g., fainting, hematoma, anxiety. Explains collection procedures to patients who must collect specimens, i.e., urine for routine urinalysis, urine for culture and sensitivity, 24 hour for quantitative urine chemistries. Monitors and maintains outpatient phlebotomy areas, assuring appropriate and adequate materials are sufficient for required services in a safe manner. Assists physicians, nursing staff, veteran patients, and visitors in the resolution of questions and problems related to specimens and/or test information and/or general information pertaining to Pathology & Laboratory Medicine Service policies or referring these to appropriate staff. Utilizes safety devices and apparel appropriate to a variety of situations and follows universal precautions and infection control guidelines and procedures. Actively participates in both elective and all mandatory continuing education as required by laboratory and medical center administration (i.e., fire and safety, infection control, laboratory specific education). Individual Occupational Requirement -Specialized Experience: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. In addition to meeting the above Individual Occupational Requirement (IOR), applicants must also meet the experience relevant to this position. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: employing urinalysis testing methodologies; setting up and processing specimens for culture, identification and sensitivity testing; preparing reagents, assembling equipment and verifying correct instruments operation; operating, calibrating, standardizing, adjusting, validating and maintaining instruments; evaluating and interpreting results to determine if data is complete and valid and to recognize critical values; entering results into a computer system, verifying accuracy, completeness and validity in the process; sorting, processing and distributing specimens; ordering and maintaining adequate inventory of supplies; proficiency in phlebotomy to draw blood; strict attention to sterility requirements..
