WSP USA Winter Road Health and Safety Field Representative in Winnipeg, Manitoba

WSP has a new opportunity for a Winter Road Health and Safety Field Representative to join our Applied Solutions team on a temporary contract basis.

The winter road health and safety field representative is responsible for day-to-day health and safety during execution of the construction and maintenance of a winter road. This position will report to the Project Manager and work cooperatively with the Site Supervisor. This position will be part of the WSP field team and work will all subcontractors, suppliers, and field personnel. The position will include some onsite administration tasks and some office based documentation planning and preparation. This position is also responsible for administering and enforcing all WSP health and safety policies and plans on-site.

Some projects are in remote locations and may involve fly-in/fly-out, or drive-in/drive-out on camp sites or hotels. Typically, you will work on rotations (2 weeks on/ 2 weeks off) with a cross-shift. Accommodation, meals and travel expenses will be covered by WSP if applicable.

This position will start in January 2025 and complete around April 2025, with potential for other projects afterwards.

What you can expect to do here:

  • Assists Site Supervisor and other WSP staff in ensuring compliance with and enforcing applicable HSE Legislation, Regulations, Codes and Standards as well as WSP and Client specific HSE requirements.

  • Work in the field on a rotation basis, 10 to 12 hours per day while on rotation. Driving in winter conditions will be required.

  • Demonstrated interest in the health and safety of people; sets a good example for workers by attitude, conduct and compliance with safety requirements.

  • Develops, reviews, implements and maintains project specific H&S program, ERP, work plans, and JSA’s.

  • Serves as the initial contact for all site-specific health and safety activities.

  • Suspends any operation that threatens the health or safety of workers or the public, and immediately notifying the Supervisor and Project Manager.

  • Takes prudent measures to reduce hazards or to correct unsafe conditions or actions when becoming aware of such unsafe or potentially unsafe work conditions.

  • Provides for active worker participation in the project H&S Program; delivers site orientation, information, instruction, and training to workers necessary for the protection of their health and safety.

  • As Prime Contractor, coordinates on multi-employer project sites with all parties, including the Client and subcontractors.

  • Assesses risks and identifies, prioritizes, and controls hazards on the project, prior to starting work activities and during work activities. Includes preparation and review of JSA’s and reviews FLHA’s.

  • Conducts/participates in site safety meetings such as daily tailgate meetings, weekly safety meetings, etc.

  • Conducts observations and inspections; identifies and implements corrective actions for hazards.

  • Completes near miss, incident, spill reporting, and safety observations reporting.

  • Conducts investigations and root cause analysis of any incidents.

  • Participates in client facing meetings/inspections and communicates Health and Safety stats and presentations.

  • Prepares, distributes, and maintains all safety reports and records as required by the WSP H&S Program.

  • Tracks Project stats and hours (person hours and equipment).

  • Participates in Joint Health and Safety Committees, as applicable.

  • Provides and maintains stock of personal protective equipment and enforces its use.

What you'll bring to WSP:

  • Minimum three (3) years of Health and Safety experience, preferably in winter and northern climate projects.

  • Valid first aid level 1 or equivalent, or able to obtain within two weeks of employment.

  • Effective communication skills, comfortable with presentation of H&S presentations and able to build strong working relationships with peers.

  • Experience in winter road construction and maintenance considered an asset, but not required.

  • Experience clearing and prepping sites for winter investigative drilling and sampling considered an asset, but not required.

  • Experience in earthworks and/or site remediation and/or civil work considered an asset, but not required.

  • Proven record of developing, implementing, and embedding a strong safety culture on project sites.

  • Demonstrated ability to effectively communicate technical safety expectations and issues both written and oral.

  • Effective/competent Microsoft Office 365 application user (e.g., Word, Excel, and PowerPoint).

  • Comfortable in both client and other 3rd party environments; able to build exemplary working relationships with client and other stakeholders.

  • Good attention to detail, with the ability to recognize discrepancies.

  • Health and Safety Officers must be capable of wearing all required PPE, including respirators, if required.

  • Valid full class driver’s license.

  • Able to travel and extended working hours as required.

  • This position will require travel to the Northwest Territories and Alberta and work on a remote project site on a rotational basis.
