This position is authorized a 20% incentive - see Additional Information Responsibilities Expert knowledge to project management principles to independently plan and coordinate work, develop cost estimates, track costs, monitor progress, and provide status briefings to management at various agency echelons. Provides direction and support to IDT members to meet project timelines by assisting in document preparation or finalization or other duties as assigned. Leads and directs IDTs carrying out environmental studies and evaluations. Responsible for maintaining consistent, timely communications with all internal and external customers in order to fully gather and understand information regarding requirements and needs. Develop, institute, coordinate, and engage internally and externally, with Federal, state, local, and tribal governments, project sponsor, and the public to manage expectations through information sharing and strategic messaging. Assure early identification of project risks, problems or issues and facilitates the resolution of identified risks, problems or issues in the most appropriate manner. At the GS-12 Level: One (1) year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector performing the following; using project management techniques on complex and/or controversial projects; communicating orally and in writing with internal and external stakeholders regarding complex or controversial projects; monitoring, recommending, and approving budgeted project expenditures according to established accounting policies and procedures; preparing detailed action plans and schedules for long and short-range project accomplishments; establishing a system to review, control, and report on project status; preparing directives, memoranda, and other written guidelines and recommendations; monitoring and inspecting costs, work, and team member performance; and evaluating projects for their inclusion into larger scale efforts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Physical Demands: The job involves prolonged hours of sitting at a desk and working on a computer in an office environment. Standing and hiking in adverse climate may be required for fieldwork. Work Environment: The work environment varies from an office setting where the incumbent is in contact with work associates to a field setting where the incumbent is working alone or in a group, in remote and adverse situations. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer. Education This position falls under the Miscellaneous Administration and Program Series, 0301 Individual Occupational Requirements (IOR). There is no substitution of education for experience at this grade level. Additional Information Relocation/Recruitment Incentive: This position is offering a Relocation/Recruitment Incentive, 20% of the annual salary.
