Summary About the Position: As a Master for the US Army Corps of Engineers' Operations Division, located in Wilmington, NC this position supervises Mate (Dredge Control Officer (DR)) and other vessel workers. You will be overseeing split-hull dredge equipment with up to conventical 500 cubic yard capacity up to 1600 HP or 3000 HP and 900 HP diesel self-propelled side casting dredge, or 3000 HP diesel, 786-gross ton multi-purpose vessel, each of different levels, weight, and lengths. Responsibilities Ability to perform the most difficult and complex such as direct and supervise the operations on shallow draft dredges and a multi-purpose vessel. Possess a US Coast Guard license as (Master of Steam or Motor Vessels of not more than 1600 Gross tons or a higher endorsement, upon Near Coastal Waters or Oceans. Provide overall supervision and direction to the personnel in the deck department and the engine room department working on the vessel on various shifts and crews operating up to 24 hours per day. Direct tasks using the steering gear when under emergency or normal operations considering safety to maintain the ongoing operations of a vessel. Direct the deployment of ground tackle, considering safety, and troubleshoot any obstacles which may arise to maintain the ongoing operations of a vessel. Respond to crew members in reference to medical assistance when medical needs arise at sea to maintain safety of crew members and the ongoing operations of a vessel. Direct procedures with mooring a vessel to maintain the ongoing operations of a vessel. Operate all dredging gear to include but not limited to winches, gantries, trunnions, pumps, piping, sensors, and jetting systems for maximum efficiency. Direct and responsible for navigation of the vessel at sea, in sounds, and in waterways during transfers between worksites, including dead reckoning navigation functions. Coordinate all shipyard activities and schedules and provide oversight inspections during shipyard periods. Compile and submit annual recommendations for all repairs, replacements, and overhaul required to keep vessel in operating condition. Ability to understand the principle of operation of shallow draft dredging and related mechanical systems. Must be capable of being trained in operation, troubleshooting, and repairs of electronic-mechanical systems. Responsible for maintenance of such dredging equipment as dredge pumps, drags, blocks and falls, suction and discharge pipes, anchors, and chains. Direct and responsible for navigation of the vessel at sea, in sounds, and in waterways during transfers between worksites, including dead reckoning navigation functions. Ability to perform the full range of direct and supervise the operations on a diesel self-propelled, seagoing split-hull dredge equipped with up to conventional 500 cubic yard capacity up to 1600 horsepower (HP) through subordinate supervisors. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Master without more than normal supervision. 1) I am able to direct and supervise the operations on a diesel, self-propelled, seagoing split-hull dredge equipped with up to conventional 500 cubic yard up to 1600 HP; OR a diesel self-propelled side casting dredge, 900 HP, with twin dredge pumps and drags, and dredging control devices; OR a self-propelled, 3000 HP diesel, 786-gross ton multi-purpose vessel, over 100 feet in length, having 135-ton hydraulic crane through subordinate supervisors. I have a good working knowledge of shallow draft dredging operations and multi-purpose vessel operations. Through my experience with the different operations aboard a ship, and filling in on other vessels as above, I possess a good working knowledge of the various area and responsibilities such as the deck department and the engine room, personnel practices, and technical specifications according to the trade. I have experience and knowledge in the mechanical workings of the dredging equipment, navigation of the ship and safety practices. I am able to train and instruct through subordinate supervisors all areas of operations and maintenance of the seagoing vessel. I am able to plan and organize work through subordinates. I am able to meet project suspense's in a timely manner. I am able to review problems and provide solutions. This ability is clearly reflected in my resume. 2) I have the ability to perform the full range of perform operations on a diesel, self-propelled, seagoing split-hull dredge equipped with up to conventional 500 cubic yard up to 1600 HP; OR a diesel self-propelled side casting dredge, 900 HP, with twin dredge pumps and drags, and dredging control devices; OR a self-propelled, 3000 HP diesel, 786-gross ton multi-purpose vessel, over 100 feet in length, having 135-ton hydraulic crane. I am skilled in shallow draft vessel operations and dredging. I work on my own initiative under general supervision subject to occasional inspection. 3) I have the ability to perform common shallow draft vessel operations and dredging. I can perform operations on a dredge equipped with up to conventional 500 cubic yard up to 1600 HP; OR a diesel self-propelled side casting dredge, 900 HP, with twin dredge pumps and drags, and dredging control devices; OR a self-propelled, 3000 HP diesel, 786-gross ton multi-purpose vessel, over 100 feet in length, having 135-ton hydraulic crane. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. 4)I have the ability to perform simple shallow draft vessel operations and dredging or I have received training on operating seagoing vessels that require a US Coast Guard license as (Master of Steam or Motor Vessels of not more than 1600 Gross tons or a higher endorsement, upon Near Coastal Waters or Oceans Failure to meet this Screen Out Element above will result in an ineligible rating. SELECTIVE PLACEMENT FACTORS: This position requires a current US Coast Guard License for Master, near coastal, 1600 gross tons. PHYSICAL EFFORT: Work requires moderate physical effort. Lifts and carries equipment and suppliesnormally up to 45 lbs and occasionally over 45 lbs. Work requires prolonged standing, walking andclimbing, all of which can cause exertion of the lower back. The employee must maintain good lowerback physical condition. Incumbent must possess color and depth perception and be able to see bylow visibility conditions in order to perform duties. WORKING CONDITIONS: Work is primarily performed inside an enclosed pilot house but alsorequires work outside of pilot house, subjecting incumbent to varying climatic conditions. Worksinside and outside, and is subject to the usual hazards of climatic changes, steep ladders and steps,injury from moving machinery, slippery walking surfaces, and danger of drowning in case ofaccident.
