Job Summary and Qualifications

Actively participates in outstanding customer service and accepts responsibility in maintaining relationships that are equally respectful to all . Leads the development, implementation, and monitoring of a comprehensive safety management program for the organization. Functions as the primary liaison with staff in the operation of the various program components. Keeps abreast of and ensures compliance with relevant federal, state and local statutes, regulations and reporting requirements. Develops and administers safety education program for medical center staff. Responsible for organizational compliance with TJC Environment of Care, Li fe Safety, and OSHA standards related to patient and staff safety. Assists in the administration of the property loss prevention and claims management program. Continually improves processes and services throughout the organization that impact safety management.

Serves as the Safety Officer for Wesley Medical Center and other Wesley owned facilities and for loss control services

Serves as a resource person for Wesley Medical Center departments on safety, loss control, and other related issues. In coordination with the Plant Operations department, intervenes in conditions that pose an immediate threat to life or health or threatens to damage equipment or buildings

Develops, reviews, and recommends changes to departmental and hospital wide safety policies and procedures to maintain compliance with existing and new regulations and hospital industry standards; ensures timely review and revision according to industry standards and conducts an annual evaluation of the medical center ’s safety program objectives, scope, performance and effectiveness and makes recommendations for continuous improvement

Conducts weekly inspection of the hazardous waste storage containers

Reviews and prepares hazardous waste manifests

Manages both satellite accumulation and storage containers

Coordinates risk assessments in all safety areas, collaborating with Plant Operations and Security departments and reports these assessments to the Safety Committee on an annual basis

Collaborates with related departments in the medical center to plan, implement, and evaluate safety related drills as deemed necessary from the safety risk assessments and consistent with regulatory and enterprise-wide requirements. These may include infant abduction, severe weather, and active shooter drills, for example.

Coordinates, leads, and reports to the Wesley Safety committee, including the maintenance and ongoing refinement of a structured reporting framework and grid that assures regulatory and reporting oversight and compliance. Coordinates and supervises the annual review of the seven Environment of Care plans for all campuses by the Safety committee, including objectives, scope, performance, and effectiveness of each plan.

In collaboration with the Risk Management and Plant Operations departments, collates and reports in a usable form information concerning safety deficiencies, problems, system failures and user errors relating to managing the environment and opportunities for improvement for all Wesley Medical Center campuses. Coordinates the preparation of after-action event reports and plans for improvement.

In collaboration with the Security, Plant Operations, and Risk Management departments, reviews all hospital notification system reports related to safety, property loss, security and other areas and takes action as appropriate to maintain a safe environment.

Conducts, coordinates, and documents periodic surveys at least monthly of all Wesley Medical Center facilities to ensure compliance with all fire, electrical and general safety requirements and submits the report to the safety committee for action and monitoring on a quarterly basis.

Designs, programs for, and participates in the education of hospital and resident staff in loss prevention, general safety, applicable state, federal and local laws, including NFPA, Fire Safety,

TJC, OSHA and other regulatory standards related to environmental safety. Coordinates with Staff Development in developing required safety education for hospital staff

Provides reports regarding safety and loss prevention activities to the Safety Committee, Board of Trustees, Department Directors, and the Senior Management Team for their evaluation and action

Coordinates the delivery of the required education for hospital personnel concerning hazardous waste

Participates, upon request of the Plant Operations Director and/or the Emergency Preparedness Coordinator, in all fire and emergency preparedness drills and actual plan implementation

In collaboration with the Plant Operations Director, manages the collection and disposal of hazardous chemical and infectious waste generated by all Wesley Medical Center campuses. Assures compliance with all state, federal, and local laws and requirements pertaining to hazardous materials including a hazards and vulnerability analysis and maintenance of required documentation

Coordinates the collection and dissemination of al l sources of information related to environmental safety, including published hazard notices or product recall reports for all Wesley Medical Center campuses

In collaboration with Security, identifies any risk to hospital patients, visitors, and staff. Collaborates with Security to recommend and facilitate changes to improve safety based on identified risks, and evaluate effectiveness of changes

Monitors and fulfills reporting requirements to state regulatory agency for waste generator status for all Wesley Medical Center campuses

Assures communication and cooperation with the medical center department directors in compliance with and documentation of all regulatory standards, including federal, state, local, and Joint Commission requirements for environmental and life safety

Serves as a resource for clinical and nonclinical departments on issues of patient, visitor, and staff safety

Prepares, in collaboration with the reporting director, and maintains the Safety department annual budget

Participates in community safety and emergency preparedness activities

Performs additional safety duties as assigned

Chairs Facility Green Team. Researches, directs analysis of, reviews data and advises Facility Green Team relative to long and short range sustainability goals and projects. Provides quarterly reports to Executive Team (or Environmental Leadership Committee) on Facility Green Team activities and goals

Serves as a resource to Employee Advisory Groups on sustainability matters

Attends operations, marketing meetings and other inter - and intra-department committees as Sustainability representative. Ensures collaboration and communication on intra - and inter- departmental sustainability initiatives and reports compliance with sustainability goals to Executive Team

Reviews, revises, recommends, and implements sustainable practices as appropriate

Coordinates with the HCA Corporate Sustainability Effort to ensure no overlap of activities and available resources are being properly used

Provides data and information regarding sustainability efforts to division and HCA Corporate

Oversees the implementation of Regional or Corporate sustainability projects

Responsible for start -up and implementation of local new sustainability initiatives

Serves as a resource to unit based projects related to quality improvement and serves on work teams and committees as directed

Fulfil ls the OSHA requirements as the OSHA Safety Officer

Required Knowledge and Skills

· Knowledge of current safety and risk management practices, loss control, and claim management

· Hazardous Material and Waste training (supervision of individual will occur until training is achieved)

· Proper management of satellite accumulation and storage containers

· How to conduct adequate weekly inspection of hazardous waste storage

· Knowledgeable and responsible of Hazardous Waste Determinations

· Knowledgeable and responsible for DOT shipping requirement

· Knowledgeable of universal waste (U and P listed) along with D characteristic waste.

· Knowledgeable and responsible for changes in the Hazardous Waste Contingency Plan

· How to review and prepare a hazardous waste manifest and recordkeeping

· Demonstrated ability to prioritize and respond effectively and appropriately to situations involving risk or unsafe conditions or concerns

· Demonstrated ability to communicate effectively, both orally and in writing

· Demonstrated ability to write policies and procedures

· Demonstrated ability to lead committees and groups effectively so as to achieve team and organizational goals

· Extensive knowledge of OSHA and other safety-related laws and regulations

· Commitment to understanding and valuing individual differences and ability to foster an environment of acceptance, fairness and mutual respect.

· Outstanding communication and interpersonal skills. Must be able to communicate with Wesley Medical Center associates and community members at all levels in a respectful, supportive, positive, objective manner, keeping the issues at the forefront of the discussion. Demonstrated ability to work on problem solving as a process issue, not a personality issue.

· Ability to analyze data, evaluate outcomes and recommend actions.

· Organizational skills: time management, self -motivation, project management, priority setting.

· Knowledge of waste and inefficiencies common to the healthcare setting.

· Knowledge of safety and risk management practices in a healthcare setting.

What qualifications you will need:

  • Bachelor's degree required. Master’s degree in a quality control, risk, business or health-related field preferred

  • 4-6 years of experience Safety and/or loss control or training

  • Hazardous waste training within six months of hire and renewal of subject matter annually

  • Certified Healthcare Safety Professional (ASHE Certification) preferred
