The Commercial Field Manager coordinates and oversees the data collection, listing, and maintenance of all commercial property data within Sedgwick County. This is accomplished through properly applied mass appraisal techniques in accordance with the State of Kansas Statutes and the Kansas Department of Revenue, Division of Property Valuation (PVD), directives and guidelines, office policies and procedures, and Uniform Standards of Professional Appraisal Practices (USPAP).

Staffing, management, training, and coaching of staff for annual database maintenance, and new construction projects.

  • Supervise, coach, and evaluate the performance of assigned personnel.
  • Manage the annual property re-inspection project ensuring that production goals and deadlines are met.
  • Develop, implement, and maintain training curriculums, policies, guidelines, and schedules that provide the necessary training, skills, and periodic updates to staff for the successful and consistent completion of annual database maintenance projects.
  • Oversee the discovery, data collection, and valuing of all new commercial construction projects.
  • Assist, train and coach personnel as necessary in commercial data collection and listing procedures.
  • Evaluate and test property characteristic listing methods for accuracy and equity.
  • Develop, implement, and update data listing methods as necessary for the Orion database.
  • Review and update property records after parcel splits, combinations, or re-plats as necessary.
  • Follow and comply with the annual PVD Revaluation Maintenance Specifications and Compliance Guide.

Conduct, oversee, manage, train and mentor staff for annual valuation appeal meetings.

  • Develop staffing schedules, manage, and train staff for Informal Equalization and Payment Under Protest appeal meetings.
  • Fully explain property values and the appraisal process to property owners and/or their representatives as needed.
  • Conduct Board of Tax Appeal hearings, Small Claim appeals when needed.
  • Perform and provide training for field inspections that result from an appeal.

Reconcile final value estimates into a final value, train staff, and quality control the final review process.

  • Manage, train, and provide quality control for staff during the annual final review project.
  • Establish and record accurate and unbiased appraised values with documentation during the Final Review process.
  • Review all appropriate market information when establishing appraised values.

Minimum Qualifications: High school diploma or equivalent. Five years of mass appraisal experience. Up to two years of experience may be substituted with education that provides applicable knowledge and skills. Have one of the following professional designations or the ability to attain one within three years of employment: Residential Evaluation Specialist (RES), Mass Appraisal Specialist (MAS), Registered Mass Appraiser (RMA), Assessment Administration Specialist (AAS) or Certified Assessment Evaluator (CAE). Per Sedgwick County policy, this is a driving level position that requires a valid U.S. drivers license without restrictions and current proof of automobile insurance. Must have a properly registered and licensed passenger vehicle to use on a daily basis.

Preferred Qualifications: Seven years of mass appraisal experience. Bachelors degree from an accredited college or university in Urban Planning, Real Estate, Accounting, Economics, Business Administration, or a related field. Have one of the following professional designations: Residential Evaluation Specialist (RES), Mass Appraisal Specialist (MAS), Registered Mass Appraiser (RMA), Assessment Administration Specialist (AAS) or Certified Assessment Evaluator (CAE).
