COUNTY PLANNING DIRECTOR
General Statement of Duties
Performs responsible administrative and professional work in directingthe activities of the Planning Department and serving as technicaladvisor to the Board of Commissioners and Planning Board.
Distinguishing Features of the Class
An employee in this class directs all current and long-range communityplanning work for the county. Work involves serving as support to thePlanning Board; enforcing and inspection of manufactured home parkordinance; conducing site plan review of subdivision plats to assurecompliance with countys subdivision ordinance; researching, reviewingand preparing long-range planning documents and working with consultanton the development of land use plan for the county; answering questionsregarding land use rules and regulations in the county and preparingletters, maps and other materials for the public regarding the issues;making presentations and answering questions at meetings of the Board ofCommissioners; and communicating with the public about county planningprojects. Frequent personal contact is involved with county, state andfederal officials concerning proposals for establishing or revisingordinances and plans governing planning activities in thecounty.Significant time is spent responding to citizen request forinformation. Work requires the application of considerable professionaland technical knowledge as well as the ability to formulate programsand direct progress. The worker is subject to indoor and outdoorenvironmental conditions. Duties are performed under the administrativedirection of the County Manager and under the technical direction ofthe County Planning Board.
Duties and Responsibilities
Essential Duties and Tasks
Serves as staff support to the Planning Board; prepares agendas,reports and minutes; prepares and presents oral and written reports,including special maps, charts and graphics, to assist officials indeterminations.
Researches, reviews and prepareslong-range planning documents; conducts research to analyze trends;reviews and prepares analysis of materials for the preparation of landuse plan.
Coordinates work with consultant inpreparation of land use plan; collects data and conducts meetings onplanning issues.
Attends meetings and hearings of theBoard of Commissioners to make presentations and answer questionsregarding planning matters.
Inspects and enforcesmanufactured home park ordinance throughout the county, including annualinspections; responds to complaints; investigates and enforces theabandoned structure ordinance; works with Environmental Health andBuilding Inspections on related matters.
Conducts siteplan review of major and minor and family subdivision plats and plannedunit developments; reviews subdivision plats to assure that they meetspecifications in the countys ordinance and to determine level ofapproval needed; follows up with submissions to collect additionalinformation.
Answers questions from the generalpublic and professionals such as attorneys and surveyors regarding landuse rules and regulation sin the county and specifics regarding countyordinances.
Responsible for supervision of county planning and code enforcement staff.
Prepares letters, maps and other materials for the public regarding land use questions.

Thorough knowledge of the principles and practices of local andregional planning as applied to natural resources, population, culturalfeatures, and other economic and social matters.
Thorough knowledge of county, town, state, and federal laws and regional planning and development.
Skill in the use of computers for compiling reports and developing presentation mat rial.
Skill in collaborative conflict resolution.
Skill in working with committees, tasks forces, and other groups and in public presentation.
Ability to write professional and technical planning reports and papers.
Ability to plan and direct a comprehensive planning program.
Ability to prioritize, manage and organize a variety of planning activities.

Physical Requirements
Must be able to physically perform basic life functions of reaching,standing, walking, pulling lifting, fingering, grasping, talking,hearing, and repetitive motions.
Must be able toperform sedentary work exerting up to 10 pounds for force occasionallyand/or a negligible amount of force frequently or constantly to lift,carry, push, pull or otherwise move objects, including the human body.
Mustpossess the visual acuity to prepare and analyze data and figures,operate a compute, do extensive reading, and perform visual inspections.
Desirable Education and Experience
Requires graduation from an accredited college or university with afour-year degree in planning or a related field, preferably including amaster's degree in planning, and some experience in professional cityand/or county planning; or any equivalent combination of education,training, and experience.
Special Requirement
NC Drivers License.
