Summary About the Position: This Safety and Occupational Health Specialist is located at White Sands Missile Range Commanding General with duty location of White Sands Missile Range, Dona Ana New Mexico. Responsibilities Serve as a safety and occupational health specialist responsible for evaluating areas such as safety, health projects and programs over the installation's 4000 square miles in support of the White Sands Missile Range Commander. Support the Installation Safety Director in areas such as the development and enforcement of the White Sands Missile Range Safety Program. Evaluate the effectiveness of Safety and Occupational Health programs for the installation. Develop plans such as those related to health and safety awareness for operations on White Sands Missile Range. Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes: 1) Manage safety and occupational health programs, in areas such as: Range Safety, System Safety, and Chemical Safety; 2) Assist in safety inspections/surveys to ensure program compliance; AND 3) Provide training on Occupational Safety and Health Administration procedures. This definition of specialized experience is typical of work performed at the next lower level/grade position in the federal service (NH-02/GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Compliance Inspection Public Safety and Security Safety and Health Technical Credibility Education Additional Information Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 4 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Relocation Incentive may be authorized. Recruitment Incentive may be authorized. The U.S. Army Test and Evaluation Command has various incentives that may be available for highly qualified candidates. These include Recruitment Incentives, Relocation Incentives, Student Loan Repayment, Credit for Leave Accrual, and Permanent Change of Station Allowance. The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $113,604.00 including locality.
