Summary About the Position: Serves as a Supervisory Human Resources (HR) Specialist over the CHRA Defense Health Agency (DHA) Center of Excellence (CoE). Provides management advisory services regarding the staffing, recruitment, and HR subject matter expert advisory work for designated occupations. Responsibilities Participates in development of strategic and operational plans with top level managers and key operating officials of serviced organizations. Analyzes proposed changes in operations, assesses the impact on human resources program requirements, and advises or guides managers in the most effective human resources management. Develops information for and prepares special or recurring reports and studies relating to the total human resources program or specific areas for management use. Exercises human resources management responsibilities through a team of HR specialists and assistants for recruitment and placement subject areas. Keeps abreast of operating program developments to effectively assist management in discharging civilian human resources responsibilities. Specialized Experience: One year of specialized experience which includes providing civilian human resources program advisory in the areas of recruitment and placement; developing and interpreting human resources policies and procedures for implementation into the workforce; and experience leading an/or mentoring a team of civilian human resources professionals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Customer Service Leadership Managing Human Resources Staffing and Recruiting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
