Town of West Springfield Veterans Director in West Springfield, Massachusetts

Description Employee performs administrative and professional work in planning, organizing and carrying out programs to meet the economic and medical needs of military Veterans and their dependents and the public in accordance with State and Federal laws and regulations. Employee is required to perform all similar or related duties. Examples of Duties Meets with Veterans, spouses, and their dependents to determine eligibility or qualifications for financial, medical and administrative assistance; processes application forms in accordance with Federal and State agency guidelines. Monitors Veterans\' needs as well as their obligations on an on-going basis; as Veterans Burial Agent is responsible for providing burial services for veterans and their dependent children who are without sufficient funds. Inquires as to alternative resources for the Veteran, including Department of Employment, Social Security Administration, and the Veterans Administration. Prepares required reports for the Town and State. Prepares and verifies monthly benefits, prepares department payroll and bills payable vouchers. Prepares and administers the annual department operating budget. Organizes and coordinates memorial activities of Veterans including Memorial and Veterans Day activities. Provides administrative support to the Veterans Advisory Board, including attending all meetings, posting agendas, recording meeting minutes and assisting with facilitating meetings pursuant to the Open Meeting Law. Works with veterans in the community to find housing, furniture, food, transportation and other needs as necessary; serves as the Mayor\'s liaison to related government and non-government Veterans\' support organizations. Visits homes and interviews applicants for, and receipt of, Veterans\' benefits to obtain facts concerning eligibility, need, resources, residence, military service, and social and health conditions. Visits, interviews, and makes inquiries of relatives, employers, social and other community agencies in connection with the application of continued assistance of Veterans or their dependents. Assists applicants and recipients in utilizing other financial, health, and social service resources, and in utilizing potentials for rehabilitation within the family; assists recipients in the solution of financial, employment, personal, family, health and social problems. Determines extent of need on a family budget basis according to departmental and State rules, regulations, and policies; recommends as to initial benefit payments and as to subsequent changes or discontinuance of assistance. Typical Qualifications Education and Experience: Bachelor\'s Degree or equivalent and one to three- (1-3) years of related experience; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job. Special Requirements: Honorably discharged veteran in accordance with State and Federal Law. Ability to become certified by the State as a Veterans\' Service Officer. Knowledge, Abilities and Skill Knowledge: Working knowledge of applicable State and Federal veteran service regulations and other applicable Agencies and programs. Ability: Ability to meet and deal with the public effectively and appropriately; ability to handle problems and emergencies effectively; ability to communicate clearly, both orally and in writing; ability to operate a computer; ability to maintain confidential information; ability to maintain, manage, and organize records; ability to deal appropriately with Veterans, Town employees, Town officials, other governmental agencies and the public. Skill: Excellent organizational skills; excellent data processing skill in the use of personal computers and office software including word processing and spreadsheets.
