Veterans Affairs, Veterans Health Administration Supervisory Management Analyst in West Palm Beach, Florida

Summary The incumbent serves as Supervisory, Management Analyst, GS-0343-12, for the Surgical Service Department at the VA Medical Center West Palm Beach, Florida. Primary purpose of the position is to oversee the daily operations of all administrative activities within the Service. The incumbent has full and specific delegated authority with responsibility for the service management decisions and collaborates with the Chief, Surgical Service for clinical input and guidance as necessary. Responsibilities The incumbent coordinates, implements, and conducts extensive ongoing and in-depth analysis of the effectiveness and efficiency of programs within the service to ensure clinical and administrative programs are in compliance with regulations. Provide analysis of pertinent data leading to specific recommendations of resource use and allocation to the various Department programs and clinics. Devise and apply appropriate measures through both qualitative and quantitative assessment including measurable interval outcome and process measures. Monitor procedures to collect and track for qualitative and quantitative performance assessment within the service. Participates in facility committees and may chair when appropriate, including ad hoc committees; work groups, process action teams, RCAs and other quality improvement activities or programs. Ensure compliance with Facility occupational safety standards within the Service. Ensure the Service employees are up to date on all required training and TMS requirements, and comply with Service and Facility various requirements. Oversees the daily operation of the unit and ensure the agency policies and priorities are being followed. Carry out Equal Employment Opportunity policies and program activities. Interview candidates for positions in the service; recommends appointments, promotions, and reassignments to service positions; identifies and provides for training needs. Identify and provides for training needs; and finds ways to improve both quality and productivity within the area of authority. Provide necessary guidance to Service Chief and Associate Chiefs, and occasionally to senior executive management. Make independent judgment and decisions consistent with service and hospital polices and VA directives. Performs the following administrative duties that includes but is not limited to: VA Medical Center action items, fund control official, attending and coordinating various committee, supervision of other office staff within the service, workload productivity, participation and leadership in various local and national collaboratives. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extracts, analyzes, and provides pertinent program data. Participates in the development of clinical decision-support systems. Consults, advises, and educates on methods and means to make health care operations more effective and efficient. Assists clinical business end users in reengineering business processes to integrate knowledge of clinical and information processes to achieve successful adoption and application of new technologies to support health care operations and systems. Applies statistical analyses and interprets their significance, including validity of measures used to generate outcomes related to patient management systems.
