Summary The Air Conditioning Equipment Mechanic Supervisor serves as Heating, Ventilation & Air Conditioning Unit (HVAC) Supervisor exercising full supervisory responsibility for control over work operations involving (9) subordinate employees and temporary personnel which may be authorized for the West Palm Beach VA Medical Center and Outpatient Clinic. Responsibilities Major duties include, but are not limited to: Receiving limited supervision from the Maintenance and Operations Supervisor in directing (1) WL-10 HVAC Equipment Mechanic Leader (5) WG-10 heating, air conditioning and refrigeration equipment mechanics, (1) WG-10 Maintenance Mechanic, (2) WG-5 A/C Equipment Mechanic helpers, and any temporary personnel which may be authorized. Responsible for planning and scheduling of technician assets to have complete coverage of facility ventilation and air conditioning equipment 24 hours per day. Ordering all supplies and materials for equipment operation and preventive maintenance. Preparing and furnishing to the Chief or Assistant Chief, Facilities Management Service or the Maintenance and Operations Supervisor, input on the complete operation and maintenance of all HVAC systems including staffing, supplies, equipment, etc. Ensuring that operations, maintenance and repair of all Air Conditioning, Refrigeration, Heating, Electrical, Digital Environmental Controls, including programming of complex computer aided monitoring systems of buildings and facilities will be maintained and recommending solutions in meetings and/or conferences with Engineering, production control, and other personnel involving the initial analysis of long-range work requirements. Verifying time and attendance records, planning and establishing leave schedules and authorizing leave for assigned employees. Insuring adequate stock of materials and equipment by inventorying and ordering those supplies necessary within the allocated HVAC budget. Researching and gathering data on equipment and materials to prepare specifications for ordering supplies, equipment and services required for the HVAC Unit. Instructing, directing, training, and planning the activities of and administering personnel actions for all subordinate employees. Interpreting specifications, drawings, memos, catalogs, operating manuals, etc., for subordinates. Following up on delayed delivery of materials, equipment repair, defective supplies or other conditions slowing work or which will cause deadlines not to be met. Initiating all recommendations for performance awards, as appropriate for all employees under their supervision. Preparing performance plans for all subordinates and preparing annual performance appraisals. Participating in the selection of employees for vacant positions in the Section. Initiating recommendations for promotion or reassignment of subordinates and is responsible for the supervisory evaluation of all employees in the Unit when they apply for promotion or reassignment. Will have supervisory responsibility for the HVAC systems journeymen and helpers at this Medical Center. These technicians must be capable of functioning at the journeyman level with little supervision. Supervising and training employees regarding varied capacities of the HVAC systems such as duty cycling, start/stop time optimization, auto restart time-of-day scheduling, peak demand limiting, maintenance work order generation, reset application, air delivery equipment optimization, enthalpy optimization, record log keeping of monitoring applications, and alarm status of the multitude of programmable alarm functions throughout the facility. Reprogramming the HVAC portion of the energy management system main computer console and separate "stand alone" remote control units with various software updates as they become available from the supplier and economically benefit the Medical Center. Establishing an air conditioning systems management program that will meet all requirements of VHA and TJC. This program will consist of at least the following: Identification and inventory of all critical HVAC systems and critical components supporting these systems and a written plan to ensure testing, balancing, and maintenance of the systems so continued operation of the systems will be available at all times. Work Schedule: 7:00 a.m. - 3:30 p.m.; Monday - Friday or, as determined by Maintenance and Operations Supervisor Position Description Title/PD#: Air Conditioning Equipment Mechanic Supervisor/PD029200 Physical Requirements: The incumbent must be able to climb ladders, crawl into tight spaces or areas, bend, stoop, and lift 50 pounds without assistance.
