Job Description

Naval Nuclear Laboratory (NNL) develops advanced naval nuclear propulsion technology, for the safety and reliability of our Navy's submarine and aircraft carrier Fleets. We train the Sailors who operate our reactors. FMP manages and operates NNL under U.S. Navy and Department of Energy contracts. NNL subcontracts over a billion dollars and executes tens of thousands of actions per year.

This position in Fluor Marine Propulsion, LLC will support NNL International Trade Compliance, specifically:

  • Serve as Empowered Official
  • Make jurisdiction and classification (ECCN, USML Category, Schedule B)
  • ITAR and EAR license application. DOE authorizations.
  • Coordinate exports and imports
  • Perform investigations and internal audits as necessary
  • Handle self-disclosures 
  • Conduct Restricted Party Screens
  • Maintain export related record keeping functions
  • Travel as needed
  • Conduct export training to new and current employees providing customized content for specific audience and special programs.
  • Work collaboratively with employees and Naval Reactors in support of overall NR Program goals and needs.

Required Combination of Knowledge and Skill

Juris Doctor degree from an accredited law school and maintain an active license to practice law in at least one state of operation (NY, PA, or ID). Must have active membership in good standing of the bar in at least one state of operation; and 3 years of relevant experience.

Preferred Skills

  • Experience with Department of Energy and Nuclear Regulatory Commission export regulations, 
  • DOE M&O experience.
  • Strong communication skills with the ability to interpret, understand and provide guidance to internal stakeholders on complex regulatory documents and applicable laws and regulations. 
  • Detail oriented with a high degree of accuracy required. 
  • Possess advanced working knowledge of the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR) 
  • Be able to research, analyze and interpret U.S. and international trade regulations and laws and determining their effect on operations 
  • Must have experience with applications, licensing, voluntary disclosures, audits, and compliance programs related to export control and compliance
  • Experience filing Electronic Export Information (EEI) in the Automated Export System (AES) for international shipments when EEI is required, coordinating as needed with freight forwarder/customs broker for export clearance purposes to include ATA Carnet and other international shipment logistics support.

Pay Range

$137,200 - $218,700 annually

The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation. Naval Nuclear Laboratory personnel are FMP employees who work at four DOE facilities: Bettis Atomic Power Laboratory, Knolls Atomic Power Laboratory, Kenneth A. esselring Site, and Naval Reactors Facility, and at the U.S. Department of Defense-owned Nuclear Power Training Unit-Charleston. FMP employees also have an established presence at numerous shipyards and vendor locations. For nearly 70 years, the Naval Nuclear Laboratory has developed advanced nuclear propulsion technology, provided technical support, and trained world-class nuclear operators to ensure the safe and reliable operation of our nation's submarine and aircraft carrier Fleets. The Naval Nuclear Laboratory is a national asset solely dedicated to the Naval Nuclear Propulsion Program.
