Naval Sea Systems Command PROGRAM ANALYST in Washington Navy Yard, District Of Columbia

Summary You will serve as a PROGRAM ANALYST in the Program Executive Office Undersea Warfare Systems (PEO UWS) of PEO UNDERSEA WARFARE SYSTEMS. You will increase efficiencies within the submarine acquisition, maintenance, and modernization communities, Team Submarine eliminates traditional "stovepipe" structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Responsibilities You will perform program management of advanced undersea system developments and projects. You will be responsible for acquisition development, fielding, and sustainment of the program, including cost, schedule and performance. You will be responsible for the planning, programming, budgeting, and the leading of integrated product teams, systems engineering, Contracting Officer Representative, and supporting all phases of program management. You will prepare and provide project oversight, develop concepts of operations, and support senior level engagements with the resource sponsor and operational commands. You will develop innovative solutions to complex technical and programmatic issues and to present alternative approaches that can be balanced against cost and schedule constraints to meet overall program goals. You will analyze and evaluate effectiveness of program requirements throughout the lifecycle. You will provide a wide range of substantive oral and written presentations and reports to internal and external stakeholders. You will identify and facilitate potential solutions and evaluate technical, cost, and schedule implications of each viable solution. You will evaluate complex studies and develops new methods and procedures to measure program results, and effectiveness. You will perform program reviews and recommends improvements to production and programmatic deficiencies. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector: Reviewing program operations, processes, or requirements (e.g., problem resolution, improvement initiatives, workforce performance, schedules, cost estimation, budget planning, development and execution, contracting, manpower, resource allocation, risk assessments, or scheduling) to develop or recommend project plans or strategies for the design, development, modernization, maintenance, or construction of naval submarines. Education Additional Information This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband encompasses positions equivalent to GS-14 and GS-15 grade levels. This position has a control point; thus, the salary range for this position is capped at GS-15, Step 05 which is currently equivalent to $185,824. If your current salary is above this amount, your salary may be matched. This position is covered by the Department of Defense Priority Placement Program. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.
