WGL - Director Federal Regulatory Strategy

WGL/Washington Gas has an immediate opening for a Director Federal Regulatory Strategy who will lead all long-term energy supply regulatory activities for Washington Gas. This work includes supporting federal and state regulatory litigation, developing and advising on federal and state policy impacting gas supply activities, advising on contract negotiations/management, supporting capacity and supply planning and acquisition for approximately 1.2 million customers in DC, MD and VA. This position will direct and prepare regulatory filings/testimony, and associated schedules in state and federal proceedings as needed. This role will monitor all FERC activity as it pertains to Washington Gas and SEMCO and their upstream suppliers, and intervene as necessary in FERC matters to represent customers' interests, including participation in FERC litigation proceedings directly or via directing of legal counsel/consultants.

You Will:

• Lead strategy that supports Energy Acquisition on all the long-term gas supply planning efforts. Support supply/transportation/storage contracts, RFP/open season processes, and pipeline rate and filing activities and analysis.

• Prepare, and direct or support regulatory filings, exhibits, and expert witness testimony for state and federal proceedings involving WGL, SEMCO or their interests. Monitor all activity and intervene on Company’s behalf as needed to protect WGL/SEMCO or customer interests. Appropriately engage and direct internal and external legal counsel and consultant resources.

• Work collaboratively with other LDC's, industry trade groups, consultants and similarly situated parties to pursue the Company’s interests and positions.

• Participates in NAESB agreements and interstate/intrastate/storage contract negotiations

You Have:

• Bachelor's Degree required; Master's Degree preferred

• 10+ Years experience within the regulated utility, pipeline, or utility/energy agency environment required

• Knowledge of state and interstate tariffs

• Understanding of gas procurement strategies, including least cost procurement processes for natural gas supply programs in regulated utility environment.

• Understanding of the interstate rules and policies, specifically related to nominations, scheduling, confirmations, storage ratchets, contract entitlements and penalty provisions.

• Excellent analytical skills under extreme time pressure with incomplete information.

• Excellent writing skills, including development of advocacy pieces and testimony for subject matter experts

• Understanding of cost of service rate making processes and principles at the federal and state level.

We offer a competitive salary range of $176,000.00 to $256,250.00 per year, commensurate with experience, education, and skills. In addition, we provide a comprehensive benefits package including health insurance, retirement plans, and paid time off.
