National Gallery of Art Telecommunications Specialist in Washington, District Of Columbia

Summary This position is located in the Telecommunications Office, Administrative Services Division, Office of the Administrator. The incumbent serves as the Telecommunications Specialist to the Telecommunications Department Head. The primary purpose of this position is to provide technical support and assistance to the Telecommunications Department Supervisor on the National Gallery of Art's voice telecommunications system. Responsibilities The Telecommunications Specialist will: Provides technical support and guidance to telecommunications users, program managers, contractor personnel, and NGA staff. Installs, modifies, repairs, and maintains the NGA’s telecommunications systems, facilities, and services. This also includes voicemail, cabling and wiring, PBX communications servers, IP telephones, digital and analog telephones, trunks, T-1 circuits, ISDN PRI facilities, and inside/outside cable plant locations. Activates cellular service for mobile devices. Installs, updates, and maintains iOS for mobile devices. Configures Exchange email for mobile devices and acts as the initial triage for connectivity issues involving email. Troubleshoots all issues involving mobile device systems and services. Performs telecommunications help desk functions as required by incident reports or service trouble call requests regarding mobile devices, landline telephones, facsimile machines, and pagers. Operates attendant console to perform telephone operator functions. Maintains receipts and electronic database records of department equipment and assets. Document’s locations of telecommunications spaces, resources, and assets using specially developed programs, computer databases, and/or spreadsheets for storage, retrieval, and data manipulation. Qualifications Candidates must meet the Qualification Standards Handbook requirements for GS-0391-07. GS-07:Specialized Experience: Specialized experience is: (a) at least one year of experience, equivalent in responsibility to the GS-5 grade level in the Federal service or private sector, in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. Or 1 full year of graduate level education Or Superior Academic Achievement: (Undergraduate and Graduate Education): Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. Other Relevant Eligibility Criteria: Must be able to walk over rough or uneven surfaces, access tight spaces, stoop down, reach overhead, and climb and descend ladders. Must be able to lift and carry up to 30 pounds of weight, periodically. Knowledge of telecommunications installation, modification, repair, and maintenance. Knowledge of Enterprise mobile device management programs, policies, and procedures. Knowledge of telecommunications help desk, attendant console, and PBX system administration. Knowledge of general telecommunications administration and basic computer hardware and software. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration under merit promotion procedures. OR Experience General Experience (for GS-5 positions): Experience that provided a basic knowledge of telecommunications functions, problems, and/or solutions. Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
