Court Services and Offender Supervision Agency for DC - Agency Wide Supervisory Unit Manager in Washington, District Of Columbia

Summary This position is located in the Office of Behavioral Interventions (OBI) within CSOSA. OBI oversees a complex array of evidence-based assessments, evaluations, and cognitive behavior interventions, as well as innovative practices, and case management services that collectively, are designed to mitigate recidivism risk factors, quickly match offenders to appropriate services, and sustain positive change throughout the offender's supervision lifecycle and continuum of care. Responsibilities Supervisory Role: Manages the assigned Unit in the Re-Entry Sanctions Center (RSC) through subordinate staff, including Case Managers, Counselors, Social Services Assistants, and Administrative Assistants. Clinical Operations: Oversees clinical management of Unit operations, ensuring evidence-based practices, effective interventions, and individualized implementation using Risk-Need-Responsivity principles. Offender Management: Monitors offender compliance and progress, provides guidance on program rules, and ensures the administration of necessary services and referrals. Stakeholder Collaboration: Works with internal and external stakeholders to expand behavioral health services and support offenders' needs. Social Services Programs: Manages delivery of clinical program management, including screenings, assessments, interventions, quality assurance, and case management. Administrative Duties: Responsible for human resource management, performance evaluations, conflict resolution, and ensuring compliance with safety regulations and non-discriminatory employment practices. Program Integrity: Ensures the Unit adheres to facility's operational program model, policies, procedures, quality assurance practices, and regulatory compliance. Requirements Conditions of Employment Qualifications Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. In order minimally qualify for this position, you must meet all three requirements set forth below: Requirement 1- OPM Basic Requirement for Social Science Series In order to minimally qualify for this position, you must meet one of the three requirements listed below: A bachelor's degree or higher in behavioral or social science; or related discipline appropriate to the position. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html). OR A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Requirement 2 - Specialized Experience In addition to the meeting the OPM Basic Requirement for this position, you must have one year of specialized experience equivalent in level of difficulty and responsibility to that of a GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as managing a specified unit that provided clinical programming or intensive substance abuse services for offenders/defendants in a residential or community corrections environment. Requirement 3 - Selective Placement Factor (SPF) This position has a Selective Placement Factor that must be met in order to qualify for this position. Applicant must possess current licensure or certification to practice independently in the social services field: Licensed Independent Social Worker (LISW), Licensed Independent Clinical Social Worker (LICSW), Licensed Professional Counselor (LPC) OR comparable certification in a social science discipline such as psychology or social work is required. Note: You must submit an official copy of your up-to-date licensure or certificate with your application or you will not receive credit and will be considered not qualified for the position. Note about experience acquired Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education is not substitutable for specialized experience at this grade level.
