Immediate Office of the Assistant Secretary for Human Resources and Administration Supervisory Management and Program Analyst in Washington, District Of Columbia

Summary The purpose of the position is to serve as the Director, Manpower Management Service with responsibility for the oversight and implementation of the VA's Manpower Management Program (MMP) and the supervision of the personnel assigned to VA MMS. In this capacity the incumbent provides direction, leadership, and independent analyses/advice to senior-level officials on all VA programs, organizational structure, position management, and staffing requirements matters. Responsibilities Manages position and organizational change requests for all Staff Offices to ensure change requests reflect the valid manpower requirements, efficient and effective structures, and availability of funds. Ensures that each Staff Office serviced by VA MMS has a minimum of one monthly coordination meeting to address issues with payroll accounting, position management, organizational efficiency. Coordinate with Human Resources Offices (HROs) to ensure that position or organizational changes comply with VA classification policies. Manage VA's manpower requirements determination and analysis processes and validation of staffing models, tools, etc. Develop, validate, and manage analytic tools to provide workload-based staffing requirements in support of workforce planning and budget submissions/planning. Work with Administrations and Staff Offices to resolve data quality issues related to positions, payroll, and organizational structure. Collaborate with the Center for Enterprise Human Resources Information Services (CEHRIS) to ensure that legacy HRSmart accounting and organizational data elements are accurate until they are no longer needed for payroll purposes. Develop and implement enterprise-wide policy and processes for organizational structure change requests. Develop, publish, and oversee policies and processes related to HRSmart position or organizational management and requirements determination. Develop and implement enterprise-wide audit tools to monitor compliance with manpower management policies and processes and to ensure that budgeted and active positions reflect current budget operating plan targets. Serves as an authoritative source, subject matter expert, and program lead for the implementation and oversight of VA's MMP. Specialized Experience: To qualify for GS-15, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: (1) Developing policy and overall guidance for manpower management; (2) developing detailed deterministic workload-based analysis resulting in staffing requirements (e.g., industry benchmark, time studies, models, simulations, etc.); (3) Developing new concepts, approaches, policies, processes, or changes to programs to resolve challenges on a department wide impact. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
