Peace Corps Supervisory Information Technology Specialist in Washington, District Of Columbia

Summary This position is located in the Office of Infrastructure Services, within the office of Chief Information Officer (OCIO), Peace Corps headquarters, Washington DC. The Office of Infrastructure is responsible for implementing and maintaining solutions to sustain Peace Corps' IT infrastructure which includes the engineering, network, system, hosting, and security services. Responsibilities The Supervisory Information Technology Specialist performs the following major duties: Supervises a group of IT technical employees performing work at the FP-2 level. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Develops and implements agency-wide IT management procedures, tools, templates, activities, and infrastructure to align agency internal business practices with governmentwide regulations and policies for global (domestic and international) infrastructure operations, systems engineering, messaging and networks. This includes establishing and measuring standard processes and controls, service level agreements, and tolls to effectively manage the agency technical environment. It also includes updating the technology and infrastructure roadmap for all technologies. Provides agency-wide leadership and direction in the area of information technology production, operations and infrastructure systems design, development, and implementation. This includes the design and deployment global support models, and an enterprise mobile computing strategy. Attracts, grows, engages and retains talent. Contribute to creating a diverse, equitable and inclusive culture, where every employee feels a sense of belonging. Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations. Ensures that the Agency's IT Disaster Recovery (ITDR) and back-up systems are in place and tested periodically using the business process and systems priorities of the agency. Ensures the stability and operations of all systems and databases and infrastructure to minimize disruptions. Performs other duties as assigned within the PD. Specialized Experience: This vacancy is being announced at one grade level: Specialized Experience at the FP-01 (GS-15): To be minimally qualified for this position at the FP-01 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-02 or GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: 1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to demonstrating the basic qualifications listed above, applicants must have at least one year of specialized experience equivalent to the FP-2 or GS-14 grade level in the Federal service defined as experience meeting all the following: Supervisory and/or Managerial Responsibilities; Technology and Infrastructure Systems Management; Infrastructure Systems Strategy and Modernization. AND Time-in-Grade (TIG) Requirements: Current or Formal Federal employees, including current Peace Corps employees, must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the FP-09 (GS-05) grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position to which you are applying. All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted). Peace Corps employees are employed using the Foreign Personnel (FP) pay scale. The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases. The FP-09 is the lowest entry-level grade and the FP-01 is the highest senior-level grade. Education Additional Information The minimum and maximum salaries listed on this announcement include locality pay.
