Department of State - Agency Wide Supervisory Human Resources Specialist in Washington, District Of Columbia

Summary This position is located in the Bureau of Western Hemisphere Affairs, Office of the Executive Director (WHA/EX). The incumbent serves as a Supervisory Human Resource Specialist responsible for managing the human capital resources of WHA. The incumbent directs and manages civil service recruitment and staffing, performance management, EFM employment at overseas posts, civil service and foreign service classification, employee orientation and onboarding, among other HR functions. Responsibilities Directs operations of the HR unit, including staff supervision, performance management, and process review and improvement. Provides oversight on all human resources management functions relating to staffing, classification, position management, performance, conduct and suitability, and timely processing of personnel actions. Designs and implements a comprehensive human resources management program to enhance Bureau human capital effectiveness and build organizational capability to meet Department objectives. Serves as principal Bureau HR advisor to WHA Officer Directors, Management Officers, and Human Resources Officers at 52 embassies and consulates across the bureau, advising all human capital functions. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience providing technical and administrative direction regarding HR programs and policies by developing and executing objectives for the Bureau/Office and subordinate staff. Experience applying knowledge of federal regulations and policies governing Civil Service (CS) and Foreign Service (FS) personnel actions. Experience providing advisory services on complex human resource issues to management officials by analyzing Human Resources related policy.
