Office of the Secretary of Transportation Supervisory Financial Analyst - INTERNAL TO AGENCY ONLY in Washington, District Of Columbia

Summary This is position is in The Department of Transportation (DOT), Office of the Secretary (OST), Office of the Assistant Secretary for Budget and Programs and Chief Financial Officer (CFO), Office of the OST Chief Financial Officer. The mission of the Office of the OST Chief Financial Officer ensures the Department has sound financial management policies, standards and systems consistent with DOT goals and programs to ensure the financial info needs of both internal/external customers are met. Responsibilities As a Supervisory Financial Analyst, you will: Leads the department-wide modernization and standardization of financial management business processes and financial systems through the evaluation of emerging technologies, business processes, procedures, and policies. Directs a diverse team of employees and contractors, which requires a broad understanding of financial management, general program and project management, and experience overseeing complex information technology projects. Works with key officials in OST, the Operating Administrations (OAs), the Enterprise Services Center, the Office of Management and Budget, and the Treasury Department. Manages cybersecurity efforts related to OST-B systems (including financial management and time and attendance) as the Information Systems Owner (ISO). Oversight includes system operation and documentation to ensure systems remain compliant and are prepared to respond to cybersecurity events. THE IDEAL CANDIDATE: The person in this position serves as the Associate Director for Project Management & Systems, in the Office of Financial Management, which is under the Assistant Secretary for Budget and Programs, and Chief Financial Officer (CFO) in the Office of the Secretary of Transportation (OST). POSITION SENSITIVITY AND RISK: Varies by position and will be based on the position to which appointed. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position. Qualifications Qualifications: To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience developing, executing, and managing technology on a financial modernization initiative for a variety of financial management areas. Experience interpreting and implementing government planning, enterprise architecture, information technology security, budget and management requirements for Federal information systems and the ability to ensure that these requirements are fully applied to financial and financial-related systems. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
