Summary This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Deputy Under Secretary for Operations (DUSO), Office of Legislative and Intergovernmental Affairs (OLIA) with one (1) vacancy located in Washington, DC. Responsibilities As a Supervisory Deputy Director, you will perform the following duties: Serve as the deputy director and principal executive advisor to the Director in planning, executing, and coordinating administrative operations, policies and procedures, and serve as the principal advisor in the coordination of all congressional, intergovernmental, and tribal activities. Assist with managerial and oversight responsibilities for the effective use of staff and resources in meeting organizational goals and objectives. This includes directing the activities of the offices, assessing the needs and trends in congressional affairs related to the programs, implementing overall strategic planning, and policy setting. Participate in the formulation and planning with NOAA management and Administrators. Formulate and execute long-term information and policy plans related to strategic planning of the future operations of the organization. Provide technical and administrative oversight of the staff evaluating and developing performance standards; giving advice, counsel, or instruction to employees on both work and administrative matters. Organize and assign work and make changes or adjustments in internal functions to better accomplish mission objectives. Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-5 is equivalent to the GS-15. NOTE: * A one year probationary period may be required. * A one year supervisory probationary period may be required. (Probationary periods may be served concurrently) * These probationary periods may be served concurrently. * Payment of relocation expenses is not authorized. * This position is not in the bargaining unit. * This position requires a Top Secret Clearance. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-5 or GS-15 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 (GS-14) in the Federal service. Specialized experience MUST include all of the following: Developing and executing an organization's legislative or intergovernmental strategic priorities; Navigating congressional, intergovernmental or tribal processes and engagements; Leading or overseeing teams in a multi-stakeholder organization; and Reviewing and analyzing laws, policies, and legislation related to congressional, intergovernmental, or tribal matters. Education There are no education requirements/substitutions for this position. Additional Information Salary for selectee's pay may be set at any point within the pay band except for intervals 4 and 5 ($191,900 - $191,900) which is reserved for supervisory performance or for current supervisors within CAPS who already have a salary within intervals 4 and 5. CTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.
