Customs and Border Protection Supervisory Data Scientist (Director) in Washington, District Of Columbia
Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources Management (HRM), Planning, Program Analysis and Evaluation Directorate, People Analytics Division located in Washington, DC. Responsibilities As the Director of People Analytics for U.S. Customs and Border Protection, you will lead a highly talented team in a fast-paced environment with high-profile projects and programs. You will leverage a multitude of analytical tools (Python, R, Databricks, SQL, AWS, ChatGPT, PowerBI, Cognos, Tableau, etc.) to conduct highly complex analytics concerning the workforce and workforce-related processes, which will be used by leadership to make critical decisions. You will utilize your expertise in Business Intelligence tools to create insightful, easy-to-understand, and transparent visuals for leadership, and you will frequently use your briefing and story-telling skills to brief CBP and DHS leadership, as well as OMB, Congress, the media and other internal and external stakeholders. This position starts at a salary of $163,964.00 (GS-15, Step 1) to $191,900.00 (GS-15, Step 10). Typical work assignments include: Exercising responsibility for the critical aspects of design and development of information, analytical studies, and national data inquiries. This includes extracting data from CBP enterprise-wide data systems and external data systems; developing surveys or other tools to collect required information; and writing reports for internal use, as well as for publication in the federal register, for the national media, and various press outlets. Leading agency-wide analytic, modeling, and simulation initiatives, including: developing research proposals and feedback programs; designing analytical products to better inform and support HRM and CBP decision-making processes; monitoring projects and reporting regularly on progress; developing feedback/research materials based on scientific best practices; supervising project execution; collaborating with statisticians to develop data analysis plans for analytic, modeling, and simulation efforts; and interpreting and sum. Providing expert advice to senior leadership on analytic, modeling, and simulation programs, social science methodology, and research practices. Applying advanced understanding of Artificial Intelligence and Machine Learning tools, technologies, and strategies to analyze, organize, visualize, and structure data. Using mastery understanding of statistical information and principles to explain subject matter in a manner that is easily understood and fit for decision-making. Qualifications Basic Requirement: You must provide supporting documentation in your application to show you meet basic requirements below. A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. You qualify for this position if you meet the Basic Requirement listed above, possess one year of Specialized Experience and meet the Selective Placement Factor, as described below. Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Serving as a second-line supervisor of subject matter experts who provide data, information, statistical analysis, projection modeling & simulation, and other analytical support for the highest levels of leadership and other internal customers. Overseeing a broad range of operations research analyses assignments entailing unique problems, creativity, and innovative use of techniques, advanced approaches, and new technologies. Overseeing scientific inquiry in the independent development of mathematical statistical programs to evaluate and predict the ability to support assigned projects, studies, or problems. Managing critical aspects of design and development of information, analytical studies, and national data inquiries. Directing the creation of mathematical and statistical modeling to guide budgetary decision making AND Selective Placement Factor: Applicants that do not possess the following experience will be rated as ineligible for the position: Expert knowledge of and extensive experience utilizing Business Intelligence tools (e.g., Microsoft Power BI, Tableau) to visualize human capital and programmatic data. Additional Information Leadership Training: All newly appointed GS-15s are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 5 weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed. Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment.
