Public Buildings Service Supervisory Contract Specialist in Washington, District Of Columbia

Summary As a Supervisory Contract Specialist, you will be responsible for supervising, planning, organizing, directing, and coordinating the activities, to effect the contracting, procurement, and supply management services for the Public Buildings Service (PBS). Location of position: General Services Administration, National Capital Region, Public Buildings Service, Office of Acquisitions in Washington, DC. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Oversee the contracting, procurement, and supply management services for the delivery of design and construction programs encompassing the full range of contracting functions. Develop, evaluate, interpret, advise on, implement and ensure adherence to acquisition policies, strategies and methods. Direct the negotiation and award of reimbursable and non-reimbursable contracts for custodial services, mechanical maintenance, landscape maintenance, security services, construction and A/E services. Serve as a principal contracting advisor and represent the agency or department at conferences and meetings. Establish and maintain cooperative working relationships with customer agencies through continuous contact with senior management officials. Plan, prioritize, assign and evaluate work of subordinates in accordance with division goals and objectives advising, counseling and instructing on work and administrative matters. Serve a one year supervisory or managerial probationary period, if required. This position has a requirement for the FAC-C (Professional) certification which mandates that the incumbent obtain and maintain the FAC-C (Professional) certification. Overtime may be required dependent upon workload. All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. Specialized experience is evaluating or implementing contracting programs, leading or supervising contracting professionals, and performing the full range of highly complex pre-award and post award activities utilizing a variety of types of contracts in order to procure a wide range of supplies, services, and/or construction associated with an organization. This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications.
