Office of Administration Supervisory Contract Specialist in Washington, District Of Columbia

Summary This position is located in the Executive Office of the President, Office of Administration, Office of the Chief Financial Officer, Procurement and Contract Management Division. The incumbent will serve as the Director responsible for ensuring that agency policies and procedures comply with the Federal Acquisition Regulations (FAR) and planning, negotiating, and administering the procurement of goods, systems, or services with specialized state-of-the art, critical or scarce requirements. Responsibilities As a Supervisory Contract Specialist, GS-1102-15, your typical work assignments may include the following: Establishes, manages, leads, and directs PCMD procurement related policies, procedures, and systems for the application and tracking throughout the EOP. Prescribes policies and procedures on acquisition-specific requirements such as procurement planning, development of acquisition strategies, source selection/technical evaluation, monitoring and evaluating the performance of all types of contractual actions. Primary point of contact for program officials on all acquisition and administrative matters affecting the procurement of supplies, services including Information Technology and telecommunications. Develops overall acquisition strategies, implements the President's Management Agenda/initiatives, establishes general and specific acquisition plans, reviews ongoing acquisitions, identifies and defines process improvements for both current and future acquisitions, and establishes "best practices" for inclusion in EOP's acquisition processes and guidance. Provides applicable guidance orally and in writing to EOP personnel, including but not limited to briefings to management, leading conferences and meetings, conducting training, producing written Directives, FAQs, guidance and other procurement materials for EOP's intranet site. Evaluates the overall performance of subordinates and coordinates the activities of approximately 15+ PMCD staff members consisting of contracting officers and specialist. Applies advanced qualitative and quantitative analytical processes to assess the progress of programs, program effectiveness, and identify needed improvements. Represents the EOP on task forces and special committees that address highly sensitive procurement matters. Serves as the senior primary Point of Contact responsible for the EOP's Government Purchase/Fleet Card programs and provides policies and procedures for the program. Oversees implementation and coordination activities for EOP's Small Business Program of the established socio-economic goals and reports on achievement of these goals. Requirements Conditions of Employment Qualifications MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for Supervisory Contract Specialist, 1102. TRANSCRIPT REQUIRED. In order to meet the basic requirement for the 1102 Series, applicant meets one of the requirements listed below: A. I have completed of all mandatory training prescribed by the head of the Agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. I have at least 1 year of that experience that qualifies as specialized experience at or equivalent to work at the next lower level of the position, and that provides the knowledge, skills, and abilities to perform successfully the work of the position. -AND- B. I have completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Note: College transcripts must be included in your application package, if you are qualifying based on your education. -OR- C. I have an exception. Federal Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. -AND- You may qualify at the GS-15 level, if you meet the following minimum qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector which includes: 1-Supervising professional and technical employees who administer and/or implement contracts; 2- Analyzing organization-wide programs, identifying issues, and recommending improvements; 3-Prescribing policies and procedures for the acquisitions workforce contractual issues related to funding and/or procurement; 4-Directing the resolution of contractual issues related to funding and/or procurement and 5-Administering procurement/acquisition contracts using the Federal Acquisition Regulation (FAR). Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education A.
