Summary The position is telework eligible consistent with the Agency’s telework and remote work program policy. This position is located in Office of Finance and Operations, Office of Human Resources located in Washington, DC. This position is responsible for performing a variety of projects and assignments to aid the Senior Level Administrator in the operational objectives of the Office as well as undertaking projects of special interest to the Senior Level Administrator. As a Staff Assistant GS-0301-11, you will be responsible for: • Performing a variety of assignments to aid the Senior Level Administrator in the operational objectives of the Office. Assignments most often cut across functional and program areas of the Office and involving the application of methods, techniques and procedures in carrying out the processes and initiatives related to the assigned office. • Gathering information, coordinating input from staff, making recommendations, and negotiating with staff when differences arise. • Reviewing policy documents, directives, reports and other correspondence referred to the Senior Level Administrator for action or information. This review includes summarizing the documents and identifying key issues of vital importance. Researching and obtaining background material; advising the Senior Level Administrator on proposed disposition of action items in terms of assignments to subordinate office and/or staff. • Researching and gathering information and interpreting data and correlating large amounts of narrative and statistical information in response to priority policy issues and special initiatives that emanate from Congress, OMB, the White House, the Secretary, the Senior Level Administrator, the Deputy Senior Level Administrator, or other component Directors. Gathering information from a wide variety of sources within ED program and staff offices. Selecting and summarizing data and writing and updating material in response to such requests. Conditions of Employment TELEWORK ELIGIBILITY: You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location. Qualifications Minimum Qualification Requirements You may meet the minimum qualifications for the GS-11, if you possess the specialize experience, education, or a combination of the two. Specialized Experience for the GS-11 One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience scheduling meetings, managing calendars, resolving scheduling conflicts, or ensuring adequate briefing materials are prepared for multiple executives before scheduled meetings or appointments. 2. Experience coordinating, updating and tracking the status of deliverables and due dates for multiple projects or people. 3. Experience using Microsoft Office Word, Excel, PowerPoint, Project, and Publisher to develop or edit memorandum, reports, project plans, multimedia presentations, charts, graphs, or tables. OR EDUCATION (see EDUCATION SECTION of the vacancy announcement) OR A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Ability to effectively communicate orally and in writing in presenting recommendations and coordinating efforts with leadership staff. 2. Knowledge of correspondence format and arrangement for all levels of the government. 3. Knowledge of practices and policies and program/management operations sufficient to conduct research, locate and assemble background material for the supervisor's use, and to respond to substantive inquiries from a variety of sources. Education You may meet the minimum qualifications of this position by meeting the following education options. (GS-11) Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related or A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more. Foreign Education: Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
