Overview
SENIOR PROGRAM MANAGMENT ANALYST/FUNCTIONAL ANALYST (PMW220)
Bowhead is seeking a Senior Program Management Analyst/Senior Functional Analyst to provide support to our senior PEO MLB leadership at the Washington Navy Yard for the Navy ERP program. The candidate will provide SAP expertise to Government Leads to support integrating numerous emerging requirements and ongoing projects. The candidate will provide systems checks and monitor the health and performance of the Navy ERP system. This position acts as the Senior SME to the government in the sustainment of the Navy ERP system. This position can be remote.
Responsibilities
Essential duties include:
Provide subject matter expertise and inputs to the Government leads in all phases (Plan and Analyze, Design, Build, Test & Deployment, Go live and support) of the software development lifecycle.
Assist the Government in conducting analysis of performance enhancements, business drivers, costs and schedule, with resolution of integration issues.
Assist the Government with the preparation of documents and briefs that will be utilized during the governance board meetings to facilitate Government decisions regarding proposed changes in terms of cost, schedule, technical impact, and business impact.
Review and update required operations plans and documentation. Provide integrated tracking of documents and tasks within the portfolio to ensure seamless planning and execution of requirements.
Provide assessment and recommendations for the Government, including likely impacts to system(s), configuration(s), sustainment, and user experience enhancements.
Monitor and evaluate results of existing plans and recommend adjustments as necessary. Keep leadership apprised of changes to existing projects and implement updates to those project plans as necessary.
Track funding and execution of funding for multiple projects with multiple customers.
Regularly collaborates with APM/Portfolio Managers to brief upcoming requirements.
Provide technical expertise necessary to prepare, revise, and review briefing material (including demonstrations).
Coordinate across portfolio teams to endure solution is well orchestrated across Navy ERP to reduce the risk of solution conflicts.
Identify risks associated with schedule dependencies and clearly communicate these risks to project team leadership.
Review/Modify/Recommend Updates to schedules projects embedded in numerous portfolios. Collaborate with project managers and portfolio managers to generate critical dependencies and ensure accurate scheduling.
Monitor and evaluate results of existing plans and recommend adjustments as necessary. Keep leadership apprised of changes to existing projects and implement updates to those project plans and schedules as necessary.
Track project status for multiple projects for multiple customers with regards to cost, schedule and performance. Assist the Government in monitoring key business and technical metrics and building report metrics to establish trends. Assist in analyzing key information yielded by the metrics, such as requirements volatility and design stability.
Assist in the development of business cases for programs while considering the functional relationships of operational (functional) sponsors and the need for integrating operational sponsor deliverables with Program Office products.
Participate in an advisory role in Program Office planning meetings and strategy sessions; provide documentation as tasked. Provide strategic planning, analysis and advisory assistance to the organization in decision-making processes.
Qualifications
Minimum 10+ years’ experience supporting management consultation support in acquisition community within Navy or DoD environments. Must have recent experience (within past 5 years) working on Navy / DoD ERP projects.
5 years S/4 HANA experience. Prefer implementation experience.
Minimum must have a BA/BS/MS degree in IT or Project Management related fields. (IT Engineering, or Project Management degrees)
Must have experience in either SAP Finance or Supply (FI, FM, CO, SD, PS, AM, WFM, IM/WM, MM, OF, SCM) with significant recent experience in integration, solution delivery, and data management. Navy ERP SAP solution experience is highly preferred, and is highly weighed based on years of recent experience - prefer 5+ years supporting Navy ERP.
Experience in the DoD requirements definition process.
Experience in IT project management framework and the ability to implement them, especially in a DoD environment.
Demonstrated experience in SDLC IT projects.
Experience with agile project delivery.
Ability to interact and negotiate with senior stakeholders on deliverables in support of project completion.
Proficient in Microsoft applications such as Word, PowerPoint, and Outlook
Excellent verbal and written skills.
Excellent critical thinking skills.
Ability to work independently and as a team member.
Experience applying data management, data analysis, and data visualization.
Experience in developing and delivering briefings to all levels of Government leadership

Must be able to twist, bend and squat periodically
SECURITY CLEARANCE REQUIRED: Must be able to obtain and maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
