Job Description

Minimum Qualifications:

  • Bachelor’s degree in Engineering, Business Administration, Project Management or a related engineering or management field.

  • In lieu of a Bachelor’s Degree, a High School Diploma/GED and four (4) years of experience performing quality assurance activities, in addition to the minimum experience stated below, will be considered

Experience

  • A minimum four (4) years of experience managing of people and programs in one or more of the following areas: business operations, quality management and programs, operational auditing/improvement programs, engineering programs, reliability programs, or data analytics programs

Certification/Licensure

  • ISO 9001:2015 Quality Management System Lead Auditor Certification or similar within two (2) years of hire and maintained for the duration of time in this job

Preferred

  • Bachelor’s Degree in Business Management, Engineering, Quality Management, Data Analytics or related field

  • Experience in transportation or transit

  • Certified Quality Auditor or Manager certification through an organization such as American Society for Quality

Job Summary/Duties:

The Quality Assurance Manager works across functional areas while managing programs, teams and individuals in both a quality assurance and compliance environment. The incumbent effectively manages change and efficiently communicates with and leads, diverse teams of technical, non-technical and specialized individuals who perform of quality and compliance reviews and operational audit activities, ensuring a smooth and efficient execution of assignments. The incumbent motivates innovation and collaborations across programs and teams and ensures the delivery of high caliber results in accordance with established project timelines.

ESSENTIAL FUNCTIONS

  • Develops and implements, through subordinate staff, quality assessments and reviews, and reports out to WMATA senior management on the results and findings to promote actions needed to address any concerns. Ensures the effective use of the WMATA Quality Management Plan, policy instructions/procedures, work instructions, departmental templates, and industry best practices during the assessments.

  • Supports stakeholders in the creation, implementation, and status reporting of Corrective and Preventative Action Plans (CAPs), ensuring internal and regulatory concerns or mandates are addressed and documented in a timely fashion and in accordance with internal guidelines and external agency program standards.

  • Supports the ongoing development, implementation and maintenance of the quality management system and associated assurance procedures and policies to ensure the Authority’s compliance with mandates such as MAP-21, 49 CFR 673, NTSB Recommendations, FTA Guidelines Safety Oversight CAPs and all similar requirements.

  • Supervises and directs all quality work activities in compliance with WMATA safety directives, internal policy/procedure, annual work plans and scopes.

  • Develops performance goals, monitors Key Performance Indicators (KPIs) and periodically reviews team member’s performance to provide constructive feedback in support of professional growth and development and ensure KPIs are on-track.

  • Supports the recruitment, onboarding, and training of new employees to ensure all new employees are equipped with the tools and knowledge to contribute to team success. Complies with appropriate templates, checklists and policies throughout the onboarding process.

  • Supports the coordination of external regulatory audits and associated activities to ensure WMATA is prepared to receive audits and comply with the audit process.

  • Oversees the completion of mandatory training for assigned staff, ensuring staff are up to date on all required training.

  • Supports the development of continuity of operations planning (COOP) for assigned team, ensuring plans are in place to continue business operations if/when emergencies or other major interruptions occur and communicate them to assigned team.

OTHER FUNCTIONS

  • Ensures assigned assets such as vehicles, PCs, software, and specialized equipment are tracked, managed, and appropriately assigned to staff and utilized in accordance with policy.

  • Supports the monitoring and quality update of Authority-wide policies and associated terms to ensure policies comply with review process and document control requirements.

  • Monitors and approves employee and consultant staff time and attendance to ensure staff comply with minimum work hour standards and produce deliverables consistent with their reported time. Ensures accuracy of consultant invoicing by confirming time, attendance and leave within the time management system and in accordance with Leave Policy and contract requirements, if applicable.
