Summary This position is within the Bureau for Legislative and Public Affairs (LPA), Office of Public Engagement (PE), at the U.S. Agency for International Development (USAID). The Bureau for Legislative and Public Affairs (LPA) is responsible for managing the Agency's external affairs and provides central Agency focus and overall coordination for all aspects of legislative and public affairs matters. LPA serves as the central point of contact with Congress, the media, and interested stakeholders. Responsibilities Develops and implements plans designed to enhance relationships with USAID stakeholders using the Web, social media, and other channels, including video, to increase effectiveness in communicating program goals, priorities, and area(s) of concern. Assists LPA leadership and the Public Engagement team with broad strategies and specific outreach plans designed to strengthen the exchange of information between USAID and the targeted audiences. Develops and implements public engagement plans supporting many "proactive" external affairs activities such as strategic planning; event pitching, and planning. Provide advice, guidance, and support bureaus as they develop and plan engagements. Recommends approaches, specific topics, or aspects to be emphasized, and key target audiences. Identifies potential risks in stakeholder outreach or event management. Serves as an advisor to senior staff with management on external communications. Develops and coordinates the Agency's participation in and/or initiation of events, conferences, discussions designed to educate and engage audiences about USAID’s activities and priorities. Develops complete concept notes, event memos, and fact sheets on own initiative. Prepares talking points, action memos and briefing documents for public engagements. Specialized Experience GS-13: One year of specialized experience which includes a) Preparing materials related to public engagement and liaison activities to present to all stakeholders; b) Managing key public engagement with external stakeholders to cultivate good working relationships; AND c) Working with diaspora organizations to plan external engagements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). GS-13: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Specialized Experience GS-14: One year of specialized experience which includes a) Working with diaspora organizations to plan events; b) Preparing materials related to public engagement and liaison activities to present to all stakeholders; c) Assisting with broad strategies and specific outreach plans designed to strengthen the exchange of information between organizations and targeted audiences; AND d) Identifying potential risks in stakeholder outreach or event management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). GS-14: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
