Amentum Program Director in Washington, District Of Columbia

Amentum is seeking a Program Director to manage and coordinate the delivery of large-scale naval ship and systems engineering, maintenance, sustainment, and modernization capabilities to numerous allied navies. The Program Director will directly support the U.S. Naval Sea Systems Command (NAVSEA) International Fleet Support Program Office (PMS 326) to deliver life-cycle support and other follow-on technical solutions (FOTS) and services to eligible allied international naval forces.

This position is responsible for the overall operation of the program/contract including ensuring the safety and well-being of its employees, safeguarding company funds and property, and representing the company with respect to the PMS 326 client. The Program Director oversees a large global workforce to ensure Amentum delivers quality services to all PMS 326 Foreign Military Sales (FMS) customers. This position ensures that established company goals are realized while maintaining client relations that will enhance future business and has total responsibility for managing all aspects of the contract.

This position interacts with Amentum operations support offices, vendors, subcontractors and customer representatives as required and will develop close working relationships with various business leaders/stakeholders throughout the organization.

This is a full-time, position located in Washington, DC. Selected candidate must be willing to travel CONUS and OCONUS up to 20% of the time.

Essential responsibilities and daily duties include :

  • Manage Regional Program Managers, budgets, customer relationships, and key performance indicators.

  • Respond to Delivery Order (DO) request for proposals, develop technical and cost responses IAW with statements of work, submit proposal responses within required timelines, track and execute tasking to USG approved estimates.

  • Identify potential project problems or opportunities, analyze the issues using all appropriate resources, develop alternatives, and arrive at the most optimum approach to mitigate problems or exploit opportunities.

  • Ensure development and adherence to the project work breakdown structure, asset management, and workflow management elements.

  • Expand the project execution plan for subsequent phases (project initiation, project execution, construction, etc.). Communicate and coordinate the implementation of the enhancements with the project team.

  • Establish, track, and report status against key performance indicators or contractual metrics on a routine basis.

  • Demonstrate command of the schedule goals, key milestones and approach to the work embodied in the schedule.

  • Ensure that a firm scope-based schedule baseline is established and properly resourced. Manage performance and progress against the plan and ensures accurate forecasts with commensurate action plans.

  • Review, report, and manage key performance measures defined within the contract. Implements corrective measures when measures are outside service levels or bandwidths.

  • Establish annual operating budgets in cooperation with customer, business manager, or group financial department.

  • Provide accurate monthly forecasts of cost, schedule, and resource utilization.

  • Work with Business Development (BD) to increase scope of services on existing contract.

  • Support BD and group management in contract negotiations with customers.

  • Support or conduct formal presentations to clients and/or management.

  • Comply with all other Amentum policies and initiatives.

Minimum Requirements:

  • Bachelor’s degree and 20 years of increasing engineering management responsibility, including 5 years of USG ship or submarine construction or repair/overhaul experience.

  • Foreign Military Sales (FMS) experience.

  • Ability to coordinate complex work and integrated logistics support (ILS) among various stakeholders both internal to Amentum, among our teaming partners, and with the government customer for PMS 326.

  • Ensure individual country projects are planned, executed, and closed in accordance with sound project management principles and the task order.

  • Ability to develop and give briefs to multiple levels of stakeholders.

  • Ensure that all regulations regarding ITAR/EAR are followed.

  • Liaison with other staff within the PMS 326 contract organization and customer organization to ensure customer has full transparency of all operations.

  • Ability to travel (10%). Ability to work onsite 1-2x per week out of Washington, DC office.

  • Ability to work independently and in a team environment. Ability to work onsite and remote.

  • Ability to obtain a secret US government clearance. Note: US citizenship is required to obtain a secret clearance.

Preferred Qualifications

  • Project Management Professional (PMP) certification from the Project Management Institute.

  • In-country recruiting experience, including hiring and maintenance of a local work force.
