Department of State - Agency Wide Program Analyst in Washington, District Of Columbia

Summary Position is in the Bureau of Population, Refugees and Migration (PRM), Office of Refugee Admissions (A), Refugee Processing Center (RPC). The mission of PRM/A/RPC is to develop and strengthen the technology systems, operations infrastructure, and processing approaches to resettle refugees in the United States efficiently, effectively, and securely. Responsibilities Reviews proposed, new, and established humanitarian programs to assess Information Technology (IT) and operational impacts and needs, and formulate recommendations. Coordinates RPC projects related to contracts, refugee case processing, and business, data, IT, and operations. Monitors and ensures quality of contractor deliverables and performance; advising on areas for improvement. Advises PRM/A on systems and IT operations, coordinates with USRAP partners on systems and IT operations. Plans and leads studies and initiatives that address complex program challenges and develops strategies to improve program execution and contractor performance. Requirements Conditions of Employment Qualifications Applicants must meet all the qualification requirements described below by the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience utilizing qualitative or quantitative methods to analyze, assess, and improve program effectiveness. Experience collaborating with humanitarian organizations or contractors on humanitarian assistance policies and programs. Experience developing and implementing projects involving diverse stakeholders. There is no substitute of education for specialized experience for the GS-13 position.
