Position Summary

RBCI is seeking a Program Analyst II to provide the Department of Veterans Affairs (VA) Office of Enterprise Integration (OEI) with professional program and project management support for the planning and execution of a broad range of management and business services. The OEI requires program and project management, strategic planning, performance measurement, quality measurement, business process reengineering, business process improvement, business process management, change management, and transition support services for multiple business lines with needs/requirements that will change over time. This effort will include managing multiple complex and diverse project teams as there are four business lines with constantly changing mission requirements and robust portfolios.

Duties and Responsibilities

  • Performs tasks requiring program planning, audits, and evaluations related to large scale programs.
  • Supporting program analysis, strategic planning, integrated master scheduling, and event planning.
  • Supporting Congressional Affairs, metrics, Financial Management Systems, and risk management.
  • Assesses the development of program or project activities, status on activities to advance communications, stakeholder engagement, analysis, and outreach.
  • Work collaboratively with internal and external stakeholders, as well as the product development team during the development cycle to ensure the customer needs are being met.
  • Performs miscellaneous job-related duties as assigned.

Qualifications

  • Bachelor's degree in Business, Finance, Public Administration, or a related field.
  • Minimum of 5 years of experience in program analysis, project management, or a related field, with a focus on large-scale programs.
  • Strong knowledge of strategic planning, financial management systems, and risk management.
  • Excellent organizational, communication, and analytical skills.
  • Previous experience working with government entities required. Experience with Department of Veteran Affairs preferred.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and project management software.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Must be a U.S. Citizen with the ability to obtain and maintain a clearance.
