Federal Election Commission Procurement Director in Washington, District Of Columbia

Summary This position is located in the Federal Election Commission (FEC), Office of the Chief Financial Officer (CFO), Procurement office. The Federal Election Commission (FEC) is the independent regulatory agency charged with administering and enforcing the federal campaign finance law. This is a Non-Bargaining Unit position. Responsibilities As the Procurement Director in this position, you will: Oversee all procurement/contracting for the agency, including those of critical importance to the agency and its nationwide mission, and leads the agency's procurement office. Lead the procurement office and serves as the agency's expert on all matters pertaining to the acquisition of goods and services from all sources. Responsible for all pre-award and post-award phases of the systems acquisition program, including those with extreme complexity and affecting the nation's elections. Serve as the Director of the Procurement Office performing a full range of supervisory responsibilities. Successfully completed ALL of the mandatory training course requirements to hold a Federal Acquisition Certification - Contracting (Professional) (FAC-C - Pro) or Defense Acquisition Workforce Improvement Act Professional certification (DAWIA - Pro) Certification in the field of Contracting, typically referred to as a FAC-C Pro or a DAWIA Pro. Basic Requirement: A. Have completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR B. Currently hold a GS-1102 Contracting Specialist position in the Federal service at the GS-13 grade level or higher and I have held this position on or before January 1, 2000. (NOTE: You must submit a copy of your most recent SF-50 and an SF-50 dated on or before January 1, 2000 to support your response.) AND Additional Qualifications: Must have four (4) years of experience in contracting or related positions. At least one (1) year of that experience must have been specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained either in the private or public sectors). This must include activities such as: (1) Generating procurement-related regulations or policies; (2)Providing analysis, reports and dashboards reflecting federal procurement data for use by contracting program offices; (3) Utilizing System for Award Management relating to all aspects of small business and Federal procurement activities, such as: 8(a) Business Development participants, small disadvantaged businesses, women-owned small businesses/economically disadvantaged small businesses, service-disabled veteran-owned small businesses, and small businesses in historically underutilized zones and other similar program initiatives; (4) Leading or supervising the day to day operations of a team. Status candidates must meet time-in-grade/band requirements: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 is required to meet the time-in-grade requirements for the GS-15 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). In addition, you must provide a cover letter describing your experience with the competencies identified below: Government Procurement and Contracting Knowledge - Technical knowledge in multiple areas of federal procurement, including Federal Acquisition Regulations; appropriations law and guidance as it relates to federal contracts (e.g. GAO redbook), procurement software and processes and project management principles. Communication Skills - Ability to communicate -both in writing and orally in a manner that is clear, concise, well-organized, persuasive, and appropriate to the audience. Problem Solving - Ability to identify and analyze problems; weigh the relevance and accuracy of information; generate and evaluate alternative solutions; and make recommendations. Accountability - Skill in ensuring that effective controls are developed and maintained to ensure the integrity of the work group and the contract functions; holds self and others accountable for adhering to rules and meeting requirements; can be relied upon to ensure that projects within area of responsibility are completed in a timely manner and within budget; monitors and evaluates plans, focuses on results and measuring attainment of outcomes. Coalition Building and Customer Service - Ability to establish and maintain effective relationships with all levels of management, supervisors, and employees, as well as to partner with internal and external stakeholders. Provide excellent customer service to program offices to promote successful projects. Management and Leadership - Ability to influence, motivate, and challenge others and to adapt your leadership style to a variety of situations. Ability and experience managing teams, promoting retention and diversity as well as complying with employment laws and policies that are applicable to Federal workers. Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer or unpaid experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you received a degree, the transcript must show the date the degree was awarded or conferred. A self-created transcript, or a list of courses you have prepared, is not acceptable. Foreign education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
