ASRC Federal Holding Company Personnel Security Analyst – MID in WASHINGTON, District Of Columbia
ASRC Federal is seeking a qualified candidate for our Personnel Security Analyst (Mid-Level) position to support our PEO Digital customer located in the Washington DC - Navy Yard.
POSITION SUMMARY:
For defense contractors, this position as a Personnel Security Analyst is a crucial position for establishing and maintaining facility clearances (FCL) and the associated programs/requirements for the Navy PEO DES.
The Personnel Security Analyst is responsible for oversight and managing of contractor personnel clearances, submitting people for clearances and putting them in for investigation. The PSA also tracks employees, clearances and submits requests for periodic investigations when needed.
JOB DESCRIPTION:
Provide high-level personnel security support by reviewing and preparing personnel security documentation, analyze personnel security information, review statistical reports, prepare and update tracking and data collection as well as performing routine security administrative functions such as on/off-boarding, CAC policy and review, training documentation, contractor personnel administrative tracking and analytics, clearance validation requests, preparing correspondence and receiving visitors. May also assist with SIPR room opening /closing procedures and access and building access authorization requirements.
Collecting contractor position description data
Ensure positions are sufficiently identified, tracked, and within compliance with personnel security requirements.
Assist the Contract Security Oversight Manager with conducting security inspections, which involves activities such as:
Ensuring correct briefings and debriefings completed in accordance with policy.
Validating all personnel are accurately listed on the security billet list.
Provide physical security support for the assigned Government organization. Examples of support functions and associated requirements are:
Ensure only authorized personnel enter designated facilities.
Inspect all Government-issued Common Access Cards (CACs) and badges to prevent unescorted entry into designated facilities.
Provide support for personnel to enter bases/facilities.
Assist visitors to undergo any required screening of unauthorized equipment/material before receiving a Visitor’s badge.
Manually look up personnel who request entry without valid identification in their possession using the Navy facilities access control system.
Ensure visitors register and receive a visitor ID badge and are escorted by authorized personnel as required before permitted to enter facilities.
Notify the COR of any security issues during normal duty hour.
This position is mission essential and required to perform duties at client location (subject to holidays, PTO, Covid-19 Protocols)
Will provide tracking and updates of contractor personnel using various systems and methods such as Excel Database Collection Tools, Service Now, NAVWAR SAAR-N Processing tools.
Examine, evaluate, and investigate eligibility for or conformity with laws, regulations, and policies governing security compliance.
Perform personnel security compliance and enforcement inspections and analysis activities.
Submit visit requests (VAR) for personnel using the Government’s required security database.
Collect data and prepare security-related documentation (e.g. reports, classification guides, and standard operating procedures, emergency response policies and regulations.)
May be required to conduct onboarding functions (e.g. ensuring new hires complete security-related training, indoctrinate cleared personnel into programs, and prepare and provide security-related training) as required.
Requirements :
EXPERIENCE:
At least three (3) year of experience in DoD personnel security field in the follow areas:
Shown proficiency in Microsoft applications such as Word, Excel, PowerPoint, Outlook and Teams.
Worked independently and as a team member.
Specialized in security and administrative support with a Navy acquisition program or related/comparable administrative support experience with Department of Defense (DoD) agencies.
Managed sensitive and PII materials as directed by the Government, implementing security-related measures and controls for the assigned Government organization in accordance with local and federal policies and procedures for managing PII material.
Provided comments, questions, and recommendations to improve security practices and procedures.
Provided support for program personnel protection and strategic security planning activities
Reviewed security clearance levels for contractor personnel to ensure they possess the required clearance level for assigned positions.
Validated the accuracy of security clearance data for govt. contractor personnel.
Coordinated corrections for inaccurate clearance data, report analyses and discrepancies to the Government, and assist stakeholders with strategies to mitigate and resolve risks associated with inaccurate clearance.
Ability to follow processes and procedures to handle sensitive material (i.e. classified content).

EDUCATION:
Bachelor’s degree
Associate degree plus four (4) years of additional relevant work experience
No degree: Six (6) years of additional relevant work experience
