Summary This Office Director position is located in the the Bureau of Diplomatic Technology, Enterprise Infrastructure Directorate, Office of Network Technologies (DT/EI/NT). DT's mission is to create a secure, informed, and interconnected Department by using IT resources in a secure, innovative, and prioritized way, and its vision is to drive effective collaborations and operations across the Department, its partners, and foreign audiences. Responsibilities The Enterprise Infrastructure Directorate provides direct management oversight and is accountable to and comprises three office groups: Infrastructure Strategy and Finance, Infrastructure Management, Network Technologies, and one Regional Diplomatic Technology Center (RDTC). Enterprise Infrastructure partners with customers across DT to shape and manage the global technology plans and infrastructure needed to meet the challenges of the Department’s IT needs. The Office of Network Technologies' activities are designed to enhance the diplomatic readiness of DOS to effectively process information and ensure the integrity and availability of the Department’s network and telecommunications infrastructure worldwide. As the Office Director (DT/EI/NT), the incumbent provides executive leadership and strategic management to six Divisions in the network, engineering, and operations of the Department’s critical global unclassified and classified network and telecommunications infrastructure. The position reports directly to the Deputy CIO for EI, which is an SES or equivalent-level position. Additional duties and functions include the following: Advises the DT/DCIO for EI and the DT Principal Deputy Chief Information Officer concerning all issues related to the Department’s worldwide communications networks, satellite, and the incorporation of network and telephone infrastructure/ technology into the formulation of strategies to support the Department. Oversees DOS’ global network and telephone systems assets in providing technical guidance and support for the enterprise network’s design, development, security, capacity planning, monitoring, and engineering. Manages a budget of $350 Million (Appropriated and WCF). Obtains necessary resources to accomplish NT programs and exercises responsibility for effectively using the resources. Provides guidance to Division Chiefs for modifying program goals and objectives, altering service offerings, and improving users’ utilization of resources. Manages and directs DT/EI/NT federal and contract staff through a SFS Deputy Director and six subordinate Division Chiefs. Establishes goals, objectives, and plans for the staff in DT/EI/NT’s Divisions and NT front office that comprise 91 federal employees and more than 365 contractors. Requirements Conditions of Employment U.S. Citizenship is required. Must be able to obtain and maintain a Top Secret security clearance. Incumbent will be subject to random drug testing. Requires a financial disclosure statement, OGE-278. Verification of employment eligibility in the United States is required. This position is a drug-testing designated position subject to random testing for illegal drug use. Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation. The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment. Qualifications Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit separate narrative statements covering each of the Executive Core Qualifications (last five vacancy assessment questions). For this position applicants must submit a narrative statement that address the following mandatory technical qualification: Your experience should explicitly demonstrate the following: MTQ 1: Expert knowledge of and demonstrated ability to provide proactive and agile technical leadership and direction to facilitate the design, development, information and cyber security, capacity planning, troubleshooting, and engineering of U.S. Government agency-level classified and unclassified enterprise networks, satellite, and telecommunication services in a global environment. MTQ 2: Expert knowledge of and demonstrated ability to provide senior-level leadership, strategic management, and policy direction to optimize the Department’s resources needed to design, operate, secure, and manage the lifecycle of its current, emerging, and future global network, satellite, and telecommunications solutions to include IT infrastructure, telecoms, systems assets, resource management, and IT capital planning in support of over 100,000 employees domestically and overseas.
