Summary The Office of Connected Care (OCC) focuses on delivering health IT solutions that increase Veterans' access to care and support Veterans' participation in their own health care. The mission of OCC is to deliver high-quality Veteran-centered care, optimize individual and population health, advance health care that is personalized and proactive, and enhance the health care experience through virtual modalities of care. Responsibilities Duties include, but may not be limited to: Provides research and independent recommendations to management project managers and analysts regarding integration of prototypes, as applicable. Leads and facilitates analysis and development of prototypes, using agile-based methodologies; while recommending technical approaches for process improvement in the execution administrative and clinical functions. Knowledge of technologies that support business and clinical development. Technologies include Vista, MUMPS/Cache', JAVA, HTMLS, Javascript, CSS, Windows and Linux Shell scripting, WebLogic, Tomcat, Nginx, Apache, Eclipse, Delphi, Visual Studio, and Adobe Flex. Executes strategies for maintaining and expanding data management and product development services that inform decisions at the highest level. Responsible for management of major components of enterprise data infrastructure; its integration into other VA databases, analyses, and datasets; implementation of changes in national data collection processes; related data and analysis support and maintenance; and any other areas. Research, test, and implement innovative visualization, process integration and other capabilities that allow for a more seamless access of existing clinical information, found in electronic medical documentation resources and that allow for improved recording and reporting of medication safety information and other clinical information in newly created data stores and through feeding of information back into existing electronic medical documentation resources. Applies broad, detailed, and exceptionally current knowledge pertaining to advanced data management techniques to define, develop, and/or request contract or research support as required to produce state-of-the-art emerging software and technology. Manages multiple concurrent workstreams, including contractors, requiring the ability to set clear milestones and work using agile design methods. Support the development of analytic approaches, allocation of resources, methodology development, technical documentation, and oversight of the maintenance of all aspects of the data management and analytics infrastructure. Assist in the defining of business requirements for web services required to support business needs. Other duties as assigned. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position, you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience leading and executing program/project governance in all phases, including Initiation (i.e. establishment of governance framework); Planning (i.e. defining metrics, risk management, stakeholder engagement); Execution (i.e. communication, reporting); Monitoring and Controlling (i.e. reporting, briefing) and Closing (i.e. assurance, validation). Experience coordinating teams to develop appropriate documentation and plans including (but not limited to) Business Case, Program or Project Management Plans, Stakeholder Management Plans, Risk Management Plans, Communications Plans, Budget and Acquisitions Plans, Planning (schedule) and Governance, and change requests. Experience serving as lead analyst responsible for the evaluation of the effectiveness and efficiency of major project or program operations impacting the delivery, payment, safety and quality of health care rendered to Veterans, their family members and caregivers in the community. Experience developing detailed plans, goals, and objectives for the long-range implementation and administration of the project or program, and/or develops criteria for evaluating the effectiveness of the project or program. Experience utilizing qualitative and/or quantitative methods for the assessment and improvement of both programmatic and project related activities. SELECTIVE PLACEMENT FACTORS: 1. Candidate must have an in-depth knowledge of health-related technologies for business development. This may include VistA, RAD environments such as Visual Studio, web integration services, MUMPS, Fast Healthcare Interoperability Resources (FHIR), OpenAPI 3 specification, containerization technology such as Docker, cloud hosting such as Amazon Web Services and/or Microsoft Azure, Data Architecture principles, and other technology software to rapidly develop health related mobile and web applications for deployment to support clinical processes. 2. Candidate must have an in-depth and demonstrated experience performing analysis in a Corporate Data Warehouse, as well as using Extract-Transform-Load (ETL) utilities, machine learning tools and large datasets to build, validate, and deploy predictive models. 3. Candidate must have an in-depth knowledge and demonstrated experience applying industry standards for metadata and data collection and codification utilizing published terminology systems. This may include knowledge and utilization of Unit of Measure (UOM - unitofmeansure.org), Logical Observation Identifiers Names and Codes (LOINC - loinc.org) , Systematized Nomenclature of Medicine Clinical Terms (SNOMED CT - snomed.org) , International Classification of Diseases (ICD - icd.who.int) or other terminology system to support contextual identification of data allowing consistent use of data in health related mobile and web applications. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
