Department of State - Agency Wide Management & Program Analyst in Washington, District Of Columbia
Summary The subject position is located in the Bureau of Administration, Office of Operations (A/OPR). The incumbent functions primarily as a senior level management analyst and authority in providing consultative, evaluative and program policy advice to the Deputy Assistant Secretary for Operations (DAS) and the Managing Director. Responsibilities Provides authoritative consultation and expert assistance to senior level managers and Contracting Officer’s Representatives (CORs) within OPR related to procurement objectives and contract administration. Independently serves as A/OPR Contract Liaison supporting a full range of contract administration duties to include assisting/advising on preparation of statements of work, market research and independent government cost estimates. Tracks and maintains COR training records for all program managers designated as COR and coordinates obtaining and maintaining COR certifications for all program managers, as required. Develops/analyzes administrative and program management policies and procedures, establishes criteria to identify and measure accomplishments and implements new administrative and management programs and policies for A/OPR. Collaborates and coordinates with OPR project managers and CORs to develop, implement and maintain a Quality Assurance Surveillance Plan (QASP) and ensures QASP development is in accordance with Federal Acquisition Regulations (FAR). Requirements Conditions of Employment Qualifications Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience interpreting contract policies, principles, practices and procedures in order to provide guidance with respect to procurement issues and contract administration. Experience preparing solicitation documents, performing technical and cost evaluations for proposals submitted by vendors. Experience preparing written communication such as drafting statements of work, work orders, letters, memos, reports, and correspondence. Experience communicating orally with diverse audiences such as customers, colleagues, and management. There is no substitute of education for specialized experience for the GS-14 position.
