Summary This position is located in the Office of Copyright Records, Copyright Office. The position description number for this position is 344411. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a compflex or flextime work schedule. This is a non-supervisory, non-bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement. Responsibilities Copyright is a form of legal protection provided by the laws of the United States (title 17, U.S. Code) to authors of literary, dramatic, musical, artistic, and other works. The United States Copyright Office, a service unit of located within the Library of Congress and under the direction of the Register of Copyrights, administers the Copyright Law, advises Congress and government agencies on legal and policy matters; provides international representation on copyright issues; administers the national copyright registrations system; provides collections materials to the Library through voluntary registration and mandatory deposit programs; records documents relating to copyright chain of title; administers statutory license provisions of the law, including collecting and distributing royalties; maintains the world's largest database of copyright public records; and, provides information and reference services to the public. Within the United States Copyright Office (USCO), the Office of Copyright Records (CR) is responsible for establishing records policies and preserving, maintaining, and servicing copyright-related records. This Office records transfers of copyright ownership and notices of termination, makes copyright registrations and documents and related information available to the public, researches and provides certified and non-certified copies of copyright registration deposits, ensures their storage, retention, and security, and performs records management and safeguards the official records of the U. S. Copyright Office. The Office of Copyright Records oversees the world’s largest repository of records on copyright ownership. This position, Management and Program Analyst, reports to the Deputy Director, and performs a variety of analytical and evaluative studies, including providing expert technical, professional advice and assistance to CR Director and staff. While performing daily activities, the incumbent is responsible for ensuring proper handling and security of all Library and Copyright Office materials. This position requires access and use of high value and top tier collections to perform the work of the position. Independently, using judgement, ingenuity and personal expertise, and knowledge of the organization's goals and priorities, reviews existing policies and procedures to identify potential problems or areas for improvement. Develops potential solutions, performs analysis of the pros and cons of each solution, and makes recommendations using sound justification. Evaluates the impact of new or revised policies and procedures on the existing program(s). Recommends and develops new organizational policies and procedures. The analysis and solutions may impact major aspects of CR and/or large portions of the Copyright Community. As a part of a strategic long-range planning process, conducts comprehensive critical infrastructure studies and detailed analysis of business functions and processes necessitated by changing business, regulatory and legal requirements. Develops performance measurements and metrics of critical business areas which result in either the validation and continued viability of the area under study, or which points to new opportunities for improvement. Develops methods for complex analysis of previously undefined or unaddressed issues which may require considerable investigation and probing before the full scope of the issue is known. The process may require several phases of effort in order to completely assess the problem. Prior to analysis, the collection and processing of data requirements must occur. Plans and supports the Copyright Office in conducting outreach to external and internal customers and clientele through unstructured conversations and interactions as well as meetings, electronic communications, presentations, panels and/or working groups on the functions or future evolution of CR. Independently plans and prepares reports or other working documents related to the highly complex management and program issues of CR. Prepares and compiles interim and final drafts of written analyses that relate the incumbent's expert knowledge of the issues and programs under consideration. These analyses may define or clarify issues and make recommendations for options. As an expert in management and program analysis, assists the Deputy Director to identify and articulate challenges or problems in large projects or organizational-wide programs which may affect the Copyright Office and/or large portions of those it serves. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Knowledge of business process evaluation and analysis. * Ability to manage special projects and conduct management studies and reviews. * Ability to summarize operational data using various software tools for reporting purposes. * Ability to conduct business planning and analysis. * Ability to interact collaboratively with others at all levels.
