Responsibilities If you are selected as an Management and Program Analyst, your responsibilities would include, but would not be limited to: Has primary responsibility for maintaining the OIG's enterprise-wide database on OIG recommendations made to the Department for improvements to operations and efficiency. Coordinates as necessary with internal stakeholders to update and maintain current status of data. Serves as primary liaison with the Department's Justice Management Division to ensure accurate reporting of status of recommendations. Prepares and posts to the OIG's public web site periodic updates to report on open OIG recommendations. Works in conjunction with other Immediate Office personnel to address questions and resolve issues that arise in the process. Conducts research, gathers data and documentation, and prepares proposals to respond to Congressional requests and address Legislative Affairs programs and projects. Provides recommendations regarding matters which should be referred to DOJ OIG leadership. Prepares various types of correspondence, talking points, analysis, assessments, and spreadsheets that support all complex Congressional programs and responsibilities. Participates with the senior staff in joint projects and responding to sensitive Congressional inquiries, and preparing for hearings, briefings, and other Congressional meetings. The incumbent develops possible and anticipated questions and answers in preparation for Inspector General hearing testimony; and prepares briefing materials that include written, statistical, and/or visual information. The incumbent is also responsible for responding to any follow-up questions or requests for additional information from congressional committees on behalf of the IG. Serves as the Continuity of Operations (COOP) liaison, the incumbent performs COOP planning, training, exercise, and evaluation activities. Participating in COOP recurring communication and completing associated Continuity reporting requirements. Develops, coordinates, executes, and assesses COOP-related requirements. Captures lessons learned and best practices from COOP exercises and training to be integrated into plans and operations as appropriate. Serves as the security program manager for the Immediate Office, the incumbent provides technical guidance on topics including physical and personnel Security, emergency planning, crisis management, and information security. The incumbent will assume certain responsibilities within the Immediate Office for information security and maintain SCIF control in coordination with the OIG's Office of Security Programs. Takes independent action to secure the required administrative and managerial support to meet operating requirements. Prioritizes actions. Explores solutions to problems and recommends action to leadership that impacts the Immediate Office's operations. Provides advice and assistance on the processes and procedures of Agency's missions and functions as it relates to administrative matters. Initiates and ensures effective communication, coordination and follow-up actions with the divisions, the department, other stakeholders, and other Federal agencies when applicable. Leads special projects and long-term programs/initiatives. Leads implementation of program improvements for administrative support systems such as records, communications, directives, forms, files, and documentation. Maintains effective communications with DOJ components, external stakeholders, and OIG management officials within areas of responsibility. Facilitates prompt resolutions of differences arising in the interpretation of policies and procedures. Develops and conducts information briefings. Prepares written and oral reports based on analysis of relevant data and other input. Assists in quantitative analyses within knowledge and skill base, or in coordination with OIG's data analytics team, and provides recommendations to senior staff based on findings. Requirements Conditions of Employment Qualifications To qualify for this position at the GS-12 grade level, you must have one year of specialized experience equivalent to the GS-11 grade level obtained in the public sector. (Specialized experience is paid or unpaid experience which has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position.) Examples of specialized experience include such duties as: Responsibility for coordinating with internal and external stakeholders on maintaining, updating, and internet posting of an enterprise-wide data set; Experience relating to and understanding of resolution processes for OIG recommendations made to the Department for improvements to operations and efficiency; Experience relating to and understanding of Continuity of Operations (COOP) functions, such as participating in COOP planning, training, exercises, and evaluation activities; and Experience relating to and understanding of Security Program Manager functions. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent). Education All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.
