National Transportation Safety Board Management Analysis Officer in Washington, District Of Columbia
Summary This position is assigned to the Office of Marine Safety (OMS), National Transportation Safety Board (NTSB) and reports to the Deputy Director, OMS. This expert serves as the Program Management Officer for OMS. The incumbent is responsible for the development of plans and programs, policies and procedures, and assists the Directors by providing guidance, advice and counsel on policy matters, human resources, office operations, product management, assets, and other functions of the Office. Responsibilities As a Management Analysis Officer, GS-0343-14, you will perform the following major duties: Responsible for the development of plans and programs, policies, and procedures, and assists the Directors by providing guidance, advice and counsel on policy matters, human resources, office operations, product management, assets, and other functions of the Office. Also responsible for Office level oversight of advocacy, forums, and symposia. Responds to time-critical requests from the Director and Deputy Director regarding special, one-time, and long-term projects. Develops or assists the Deputy Director in development and application of plans, programs, processes, policies, and procedures for the Office; uses data analytics to evaluate program operations and identify efficiencies; and recommend changes in work methods, policies and organizational structure to improve program results, and efficiently utilize assets. Works with the Deputy Director in developing strategic plans for the implementation of short-term and long-term objectives for the Office and is responsible for the documentation of office policy and measurements for Agency-wide reporting requirements. Evaluates product development processes to identify inefficiencies, bottlenecks, and other improvement opportunities; develops, recommends and upon approval from the Deputy Director implements changes to improve the quality and effectiveness of these processes as needed; coordinates and participates in modal work and report planning meetings. Serves as the division lead for NTSB's Annual Report to Congress, liaises with agency stakeholders on the review and comment process, researches and provides current investigative data and media necessary for the report, sources multiple regulatory databases for information related to the division as necessary. In coordination with OMS managers, develops and manages an external communications program within OMS; reviews and assists in the coordination of press releases and other social media with the Office of Communications; manages participation of events associated with Most Wanted List items. Oversees OMS training, individual development plans, advocacy, and outreach activities. Requirements Conditions of Employment Qualifications The ideal candidate for this position will have previous experience applying analytical and evaluation methods to relevant industry data sources, sufficient to lead or participate in projects, programs and related activities associated with the Office of Marine Safety program operations. Additionally, familiarity with accident investigation methodology and practices will be valuable. QUALIFICATIONS FOR THE GS-14 LEVEL: You must have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as: Using data analytics to evaluate program operations to identify efficiencies; and recommend changes in work methods, policies, and organizational structure to improve program results, and to efficiently utilize assets. Experience organizing a major project such as a board meeting, hearing, symposium, forum; and Experience developing a report for Congress or other equivalent executive board while liaising with organization stakeholders on the review and comment process, conducting research sourcing multiple regulatory databases for information related to the subject matter as necessary, and providing accurate interpretation and media necessary for the report.
