Department of State - Agency Wide Lead Visa Specialist in Washington, District Of Columbia
Summary This position is located in the Bureau of Consular Affairs, Visa Services Directorate, Office of Domestic Operations, Remote Processing Division. The Lead Visa Specialist serves as a subject matter expert on the adjudication of certain nonimmigrant visa applications received by consular sections overseas for which interviews are not required and leads a team of Visa Specialists performing adjudication of these applications Responsibilities Coordinates and liaises with partner posts visa section management, adjudicators, and local staff on myriad issues, including daily workload assigned by the partner post to RPD, systems issues, policy changes the feasibility of the RPD. Adjudication norms based on a posts applicant pool; application intake and case preparation errors; and cases requiring special attention and/or processing by posts. Researches, interprets, and applies 9 FAM 403.5-4 guidance, visa regulations, policies, and requirements, as well as DOS authorities governing interview waiver eligibility consistent with Interview Waiver (IW) authorities and guidelines. Serves as a subject matter expert on applicable visa legislation and regulation and the adjudication of complex nonimmigrant visa that qualify for interview waiver. Interprets policies, makes recommendations on a range of interview waiver cases, and advises other visa specialists and/or contractors on matters relating to interview waiver eligibility and nonimmigrant visa adjudication. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience may have been gained in work such as developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States. Qualifying specialized experience must demonstrate the following: Experience serving as a team leader and training colleagues; Experience managing the workflow to ensure timeliness and efficiency of work; Experience interpreting and applying laws and regulations to questions of visa eligibility; Experience in modifying guidelines and developing new methods to improve the effectiveness of the work of an organization Education Education requirements do not apply to this vacancy announcement.
