Federal Highway Administration Lead Grants Management Specialist in Washington, District Of Columbia
Summary The Lead Grants Management Specialist organizes, directs, and administers grants activities, provides leadership and management, as well as performing work involved in planning, directing, coordination, and execution of grant activities. This position exercises responsibility for the grant award execution process from cradle to grave. This entails managing Federal financial assistance activities related to transportation, including grant execution activities for all non State organizations. Responsibilities As a Lead Grants Management Specialist, you will: Lead a team and be responsible to ensure that the organization’s strategic plan, mission, vision and values are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans and work products, and services. Serve as agreements officer with limited signatory authority and exercise complete authority for all actions and phases. Develop a comprehensive grant management system of policies, procedures, guidelines, protocols and requirements. Formulate, draft, review, and finalize program solicitations, announcements, and appropriate proposal generating mechanisms; keep abreast of relevant grants management statutory requirements, regulations, policies, and procedures. Monitor the review and evaluation of grant applicants to ensure adherence to grants management guidelines and requirements and to ensure the selection of grantees with maximum potential for success. Provide business, administrative, and technical advice and assistance to grantees on a broad range of matters. Provide training and orientation for the grantee community, as needed. The ideal candidate for this position will have a solid background and experience in the award and administration of Federal financial assistance awards using applicable laws and regulations such as 2 CFR 200. They would possess expertise with developing Notices of Funding Opportunities (NOFOs), conducting budget reviews (to include cost analysis), risk assessments, and negotiation of terms and conditions for grants and cooperative agreements in accordance with 2 CFR 200. They would possess expertise with post-award administration of financial assistance awards to ensures compliance with terms and conditions and applicable regulation and monitor the use of federal funds. It is recognized that the breadth and depth of experience will vary by grade level of the candidate. It is considered favorably, although not required, for the individual to have knowledge and familiarity with construction grants; interpreting applicable laws and regulations and providing advice and policy guidance; and providing training and technical assistance to program staff and/or grantees. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience awarding and managing grant management activities across the grant life cycle for a range of grant programs. Experience providing advice and guidance on grant management programs, policies, regulations, procedures, and practices to grant programs addressing any of the following: research, specialized studies, and/or construction. Experience monitoring grant programs and acting as the grants management decision maker concerning a grant action/matter. Grants Management - Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements. 2. Grants Management Laws, Regulations, and Guidelines - Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence. Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
